Supplier of innovative small and medium-sized satellite systems SunSpace says its Sumbandila satellite has paved the way for further research and development into the requirements of a future, locally built, communications satellite over which the South African National Defence Force (SANDF) could have total control.

SunSpace executive director Ron Olivier says the Sumbandila satellite proves that a locally designed and built satellite can provide more up-to-date images on conflict and disaster than Google Earth, where images in lesser-known areas are up to 30 years old.

Buying images from international suppliers also holds the disadvantages of price escalations and the unavailability of images of certain areas.

The SANDF would be able to use this satellite technology to obtain real-time terrain analysis for peace operations in unknown territories and spread spectrum analyses, as well as use the platform for intermittent highly secure communications in peace opera- tions outside South African borders and stereoscopic satellite image information to construct accurate digital elevation models in unknown territories.

The Sumbandila satellite is a small earth observation satellite technology demonstrator and was developed and manufactured by SunSpace engineers. It was launched on September 17, 2009, from Baikonur, Kazakhstan.

Sumbandila weighs 82 kg and carries a high-resolution imaging payload, an experimental communications payload and a Radio Amateur Satellite Corporation transmitter, among other technologies.

The satellite was built with many purposes in mind, including space technology development, scientific and engineering human capacity development to establish South Africa as a space-faring nation and the stimulation of academic programmes around space technology.

The main goals from a science and engineering perspective were to successfully demonstrate new South African technology in imaging and spacecraft design.

?To date, Sumbandila has produced 2 121 images in total, of which 1 128 were classified as low to zero cloud cover. We have, since, dramati- cally improved our success rate,? says SunSpace software development team leader Dr Jacobus van Zyl.

Olivier notes that, of all the satellites launched on the same rocket at the same time, the Sumbandila, which operated for two years, had the longest operational life, despite not remaining fully operational for its three-year design life.

He adds that it provided high-quality images and good amateur radio communications until it was subjected to the radiation of a big solar storm.

?After two-and-a-quarter years, Sumbandila is still alive and responding today. However, it is not capable of imaging anymore, a function that it retained for two years,? Van Zyl adds.

?While Sumbandila can no longer serve South Africa directly, the effects of this technology continue to shape space science and technological human capacity development, spacecraft engineering, industrial participation, critical component procurement and image data processing for the next generation of South African satellites,? states Olivier.

SunSpace hopes to incorporate the knowledge gained from previous satellite developments into future designs. Extending the operational life of satellites is a key focus for the company.

?We plan to roll out designs shaped by these lessons for satellites in the African Resource Management Constellation, the potential Indian/Brazil/South African satellites, very high resolution earth observation satellites, navigation satellite gap fillers and potential future communication satellites,? notes Olivier.

Automation of the proprietary satellite mission control system for control and image data processing that will eventually be independent of satellite sources is a popular area in the satellite imaging development chain.

Van Zyl and his team are currently working towards improving satellite imaging developments, as well as investigating ways in which technology can be applied to further benefit South Africa.

?There are many other military and intelligence payloads that can be hosted by satellites and we are excited to be able to work with other local manufacturers should the need arise,? says Olivier.

Last January 10, 2012, I wrote to the Department of Finance the following:
I want to inquire what fees citizens will have to pay for personal use book imports in line with the new Department Order.

The P40.00 post office parcel fee is reasonable for example.

However, it's been my experience that other fees are inconsistently imposed. Some book shipments, for example, charge for the following: Customs Documentary Stamp (P250.00), Import Processing Fee (P250.00), and BIR Documentary Stamp (P15.00) (in addition to previous tax-related charges). At other times, it's just the post office parcel fee.

While I am not against an inspection fee per se, there is something ridiculous about paying P515.00 in addition to the P40.00 post office parcel fee for a book that costs less than P500.00. (I am hoping that such fees, if they aren't waived entirely to simplify the processed, should either cost less [this could be on a sliding scale], or only be applicable to certain book imports [i.e. sum total costs P3,000.00] AND is transparent in doing so [i.e. if it's a metric other than declared value, then it should be clear to both the public and Customs].

Also, where can the public complain if their Customs representative at their corresponding post office still charges taxes for book imports. (Or is there documentation that the public can show, which will be honored by the Customs representative?)

As much as we all hate to admit it, financial planning ? for business and for personal use ? has long been an activity that falls on male hands. (AP) ? New York Times correspondent Anthony Shadid, a two-time Pulitzer Prize winner whose dispatches captured untold stories from Baghdad under "shock and awe" bombing to Libya wracked by civil war, died Thursday of an asthma attack in Syria while reporting on the uprising against its president.

Shadid, 43, who survived a gunshot wound in the West Bank in 2002 and was captured for six days in Libya last year, was returning with smugglers from Syria to Turkey when he collapsed, the Times said.

Times photographer Tyler Hicks told the newspaper that Shadid had suffered one bout of asthma the first night, followed by a more severe attack a week later on the way out of the country.

"I stood next to him and asked if he was OK, and then he collapsed," Hicks told the Times.

Hicks said that Shadid was unconscious and that his breathing was "very faint" and "very shallow." He said that after a few minutes he could see that Shadid "was no longer breathing."

Hicks later carried Shadid's body to Turkey after this latest attack, the newspaper said.

"Anthony was one of our generation's finest reporters," Times Publisher Arthur Sulzberger said in a statement. "He was also an exceptionally kind and generous human being. He brought to his readers an up-close look at the globe's many war-torn regions, often at great personal risk. We were fortunate to have Anthony as a colleague, and we mourn his death."

Lebanon's Prime Minister Najib Mikati wrote on his Twitter account: "Sincere condolences to journalist Anthony Shadid's (RIP) family, friends & New York Times colleagues. I've known and admired him personally. N.M."

Shadid's father, Buddy Shadid, told The Associated Press on Thursday his son had asthma all his life and had medication with him.

"(But) he was walking to the border because it was too dangerous to ride in the car," the father said. "He was walking behind some horses ? he's more allergic to those than anything else ? and he had an asthma attack."

Shadid, an American of Lebanese descent, had a wife, Nada Bakri, and a son and a daughter. He had worked previously for the AP, The Washington Post and The Boston Globe. He won Pulitzer Prizes for international reporting in 2004 and 2010 when he was with the Post.

In 2004, the Pulitzer Board praised "his extraordinary ability to capture, at personal peril, the voices and emotions of Iraqis as their country was invaded, their leader toppled and their way of life upended."

Shadid also was the author of three books, including "House of Stone: A Memoir of Home, Family, and a Lost Middle East," in which he wrote about restoring his family's home in Lebanon, forthcoming next month from Houghton Mifflin Harcourt.

A native of Oklahoma City, Shadid graduated from the University of Wisconsin-Madison. He joined the AP in Milwaukee in 1990, worked on the International Desk in New York and served as the AP's news editor in Los Angeles. He was transferred to Cairo in 1995, covering stories in several countries.

AP Senior Managing Editor John Daniszewski, who worked with Shadid in Baghdad during the U.S. invasion in 2003, called him "a brilliant colleague who stood out both for his elegant writing and for his deep and nuanced understanding of the region."

"He was calm under fire and quietly daring, the most admired of his generation of foreign correspondents," Daniszewski said.

Martin Baron, the editor of the Globe, for whom Shadid worked while at that newspaper, told the Times that Shadid had a "profound and sophisticated understanding" of the Middle East.

"More than anything, his effort to connect foreign coverage with real people on the ground, and to understand their lives, is what made his work so special," Baron said. "It wasn't a matter of diplomacy: it was a matter of people, and how their lives were so dramatically affected by world events."

Ralph Nader, the former third-party presidential candidate, called Shadid "a great, great reporter."

"His courage, stamina, intellect and extraordinary powers of observation respected his readers' intelligence while elevating his profession's standards," the longtime consumer advocate said in a statement.

Nader added in a phone call to the AP that he knew Shadid from his time at The Washington Post and had met his family.

"What a loss," he said.

Shadid had been reporting in Syria for a week, gathering information on the resistance to the Syrian government and calls for Syrian President Bashar Assad to step down, the Times said. The exact circumstances and location of his death were unclear, it said.

Times Executive Editor Jill Abramson sent a note to the newsroom Thursday evening, relaying the news of Shadid's death and remembering him.

"Anthony died as he lived ? determined to bear witness to the transformation sweeping the Middle East and to testify to the suffering of people caught between government oppression and opposition forces," she wrote.

Shadid, long known for covering wars and other conflicts in the Middle East, was among four reporters detained for six days by Libyan forces loyal to Moammar Gadhafi last March.

Speaking to an audience in Oklahoma City about a month after his release, he said he had a conversation with his father the night before he was detained.

"Maybe a little bit arrogantly, perhaps with a little bit of conceit, I said, 'It's OK, Dad. I know what I'm doing. I've been in this situation before,'" Shadid told the crowd of several dozen people. "I guess on some level I felt that if I wasn't there to tell the story, the story wouldn't be told."

When Shadid's wife was asked at the time whether she worried about him returning to writing about conflicts, she said as a journalist she understood that he might need to.

"At the end of the day, he's my husband, and the thought of going through life without him and raising our children alone is terrible," she said afterward.

Shadid's father, who lives in Oklahoma City, said a colleague tried to revive his son after he was stricken Thursday but couldn't.

"They were in an isolated place. There was no doctor around," Buddy Shadid said. "It took a couple of hours to get him to a hospital in Turkey."

Romney targets auto bailout in battle for Michigan

(AP) ? Republican presidential candidate Mitt Romney is wooing tea partyers in his home state of Michigan with a potentially risky strategy: blasting the auto industry bailout that many people credit with saving the state's most vital industry.

The tactic seems designed to undermine Rick Santorum's popularity with conservatives who dislike government intervention in business, even when the results appear defensible. It also reinforces Romney's image as an experienced capitalist who understands the pain sometimes involved in making companies work.

Santorum's fast rise in national polls has forced Romney to sharpen his criticisms of the former Pennsylvania senator. Santorum says his team will "plant our flag" in Michigan while also campaigning in other states.

A Romney loss in Michigan's Feb. 28 primary would be hugely embarrassing, or worse, to his campaign. His team has promoted an aura of inevitability for months, but Romney has failed to persuade the party's most conservative segments to embrace him.

Romney's father was a top auto executive and three-term governor of Michigan, and Romney still holds big financial advantages over Santorum, Newt Gingrich and Ron Paul. Thus far, he has bought far more TV advertising time than they have.

When longtime Michigan political analyst Craig Ruff was asked if a Romney loss here is conceivable, he said: "I'm astounded, but yes." Ruff worked for Republican Gov. William Milliken but now is an independent.

He said he was surprised by how vigorously Romney is criticizing the government rescue of General Motors and Chrysler in 2008-2009.

"Many, many Republicans have ties to the auto industry," through investments or current or former employment, Ruff said. "He's got a lot of explaining to do."

Some GOP activists, however, said Romney's actions make sense. He already was on record opposing the bailouts. So his Tuesday op-ed in the Detroit News gave him a chance to elaborate, they said. And his stance will appeal to business-oriented Republicans as well as more libertarian-leaning voters who oppose government intrusion in general.

"It may be dicey in the general election, but it's not dicey in the primary," said Lansing-based Republican strategist Steve Mitchell. "Republicans opposed the auto bailout. They opposed other bailouts. They oppose bailouts."

A May 2010 poll conducted by EPIC-MRA for the Detroit Free Press found that nearly two-thirds of Michigan adults thought the auto bailout was a good idea. Republicans were more closely divided, with 51 percent calling it a good idea, and 43 percent calling it a bad idea.

Santorum, Gingrich and Paul also criticized the auto industry rescue, but Romney's remarks have drawn more attention because of his ties to the state and the auto industry.

Santorum hopes Michigan's tea party supporters will vote in big numbers, possibly overwhelming Romney's advantage with party insiders. Insurgent candidates have done well here at times. Pat Robertson won the GOP primary in 1988. John McCain beat George W. Bush here in 2000 after then-Gov. John Engler promised Michigan would be Bush's firewall.

The auto bailout started when the Bush administration loaned money to GM and Chrysler to keep them from collapsing during the 2008 financial crisis.

President Barack Obama's administration brought the total to $81 billion, and Obama now calls the results a triumph.

"When I took office, the American auto industry was on the verge of collapse. And there were some folks who said we should let it die," Obama said Wednesday in Wisconsin in a veiled swipe at Romney. "With a million jobs at stake, I refused to let that happen."

GM emerged from bankruptcy as a considerably smaller company. It has repaid billions of dollars, but the federal government still holds much of the firm.

Chrysler was forced to join forces with Fiat. The federal government and the United Auto Workers union also became big stockholders.

General Motors says it made $8 billion in profits in 2011. Chrysler claimed profits of $225 million for the fourth quarter of 2011.

In his op-ed, Romney said the car companies should have gone through regular bankruptcy procedures. Obama rushed in to help pro-Democratic labor unions while putting taxpayers at risk, Romney said, calling it "crony capitalism on a grand scale."

"Without his intervention, things there would be better," Romney wrote. "Managed bankruptcy may sound like a death knell. But in fact, it is a way for a troubled company to restructure itself rapidly."

Steven Rattner, who oversaw the auto rescue for Obama, told the Free Press that Romney's remarks were "a complete denial of the facts." There was no private financing at the time to sustain the car companies, which would have been shuttered and sold in pieces in normal bankruptcy procedures, he said.

Many nonpartisan economists agree with that view.

John Feehery, a Washington-based GOP strategist, said Romney is taking a risk. "My own view is that the auto bailout was pretty popular in Michigan, so re-litigating that is stupid," Feehery said.

As for Romney's stakes here, Feehery said: "Losing Michigan could be fatal."

Romney was campaigning in Grand Rapids on Wednesday. Both he and Santorum planned to appear in the Detroit area Thursday.

Michigan voters are just starting to see the sort of TV ads that flooded Iowa, South Carolina and other early states. Romney and Santorum, and the independent committees that support them, are airing or preparing to put up positive and negative ads.

A pro-Romney spot notes he "grew up in Michigan."

An anti-Santorum ad, which ran in earlier states, says Santorum voted five times in Congress to raise the federal debt ceiling, an issue the tea party has turned into a battle cry. The ad calls Santorum a "big spender" and "Washington insider."

Santorum is pushing back with an ad in which a Romney look-alike fires mud from a gun but ends up splattering himself. "Mitt Romney's ugly attacks are going to backfire," the narrator says.

It's not clear that Santorum can raise enough money to make it a fair fight on the airwaves. He says he has raised several million dollars since his surprise wins in the Minnesota and Colorado caucuses last week. But Democrats who track GOP media buys said Romney and his friendly political action committee have spent $1.8 million for TV time in Michigan, while Santorum has spent less than $45,000.

Santorum told The Associated Press he hopes to finish "a good strong second" in Michigan. "We think we can plant our flag there and do well," he said.

Romney's backers are praying Santorum doesn't do better than that.

How to Interpret Iran's New Nuclear Advances (Time.com)

The nuclear advances announced Wednesday by Iran's President Mahmoud Ahmadinejad are a prelude to an expected new round of talks between Tehran and Western powers -- and also a moment of electioneering by a political faction struggling to retain its grip on the country's elected institutions. Expressing Tehran's defiance in the face of escalating Western sanctions, the announcements suggest that while Iran's leaders might be giving themselves the option of making concessions, they're not about to cry uncle and accept the terms being demanded of them.

Ahmadinejad was shown on national TV attending the installation of a domestically-produced fuel plate of uranium enriched to 20% into a Tehran research reactor that produces medical isotopes. He also attended an elaborate ceremony announcing what Tehran said was a "new generation" of centrifuges capable of more rapidly enriching uranium -- a claim questioned by some non-proliferation experts, such as the International Institute for Strategic Studies' Mark Fitzpatrick who suggests that Iran has long overstated the capacity and sophistication of its centrifuges.

Still, the announcements signaled continued defiance of international pressure over Iran's nuclear program, which is steadily accumulating the means to build nuclear weapons even if (as U.S. and allied intelligence agencies concur) Iran is not currently building such weapons, nor has it taken a decision to do so. The sanctions efforts of the Obama Administration and its European allies have begun to sharply affect Iranian living standards, and the White House has now begun moving to further strangle Iran's ability to export oil by seeking to block access to the international electronic banking transfer system. An Iranian TV network reported Wednesday that the country had decided to retaliate by halting oil exports to six European countries, to punish the EU for adopting an embargo on Iranian oil that comes into effect in June. Cutting off supplies before those countries had secured replacement supplies would disrupt oil markets -- prices hit a six-month high on the news -- although the Iranian officials disputed the report and said that no decision to that effect had yet been taken.

Iran has also been accused by Israel of staging an attack on one of its diplomats in India, and of being responsible for foiled attempts in Georgia and Thailand this week, with observers suggesting that they may be a crude and clumsy attempt at retaliation for the assassination of Iranian nuclear scientists that Tehran blames on Israel. But particularly given their lack of professionalism, there's no definitive indication as yet over their authorship.

Although no date nor venue has yet been agreed, Iran has signaled its willingness to return to talks "without preconditions" over its nuclear program with the P5+1 group (the U.S., Britain, France, China and Russia plus Germany) that produced no progress a year ago in Istanbul. The no-preconditions stipulation is not an expression of flexibility, of course, because it is the Western powers that have set preconditions for renewed talks, in the form of Iranian readiness to respond positively to longstanding demands on uranium enrichment on which the two sides have failed to agree until now.

Turkey's Foreign Minister Ahmed Davutoglu, in Washington this week following consultations in Iran, told U.S. officials that he believed Iran was ready to deal but that the different parties would have to overcome mutual suspicions. His government opposes sanctions and military threats as pointless and counterproductive to achieving a diplomatic settlement. Those sanctions may be putting the squeeze on the living standards of ordinary Iranians, but the assumption that this will fuel anger at the regime and pressure for it to back down on the nuclear issue may be flawed: Azadeh Moaveni reports that the anger being generated by the sanctions is, in fact, being directed primarily at the Western powers imposing them, eroding goodwill towards the West among many Iranians opposed to the regime.

Iran's nuclear program remains popular and a point of consensus within Tehran's fractured political system, and Ahmadinejad, whose faction is facing mounting pressure from rival conservatives loyal to the clerical Supreme Leader Ayatullah Ali Khamenei, is clearly trying to milk nuclear achievements for political advantage in next month's parliamentary election.

The regime's message to its public -- and its Western interlocutors -- appears to be that Iran will not yield to sanctions and pressure, with the successful production of 20% enriched fuel rods a case in point: Iran had previously been prepared to negotiate over acquiring such fuel from abroad, but when the most recent version of that deal broke down and gave way to more sanctions, they went ahead and produced it themselves -- in the process honing their capacity to enrich uranium to higher grades, and therefore to produce bomb-grade materiel (enriched to 90%) if they chose to do so. Ongoing 20% enrichment also creates a cache of material that could be more rapidly reprocessed to weapons-grade.

Having proven their capacity to enrich to higher levels and produced the fuel necessary to run the Tehran Research Reactor, the Iranians could arguably be giving themselves the option of offering an end to 20% enrichment as a key concession (from their point of view) in any negotiations, for which they would expect a substantial quid-pro-quo in respect of sanctions. (Iran favors a model suggested by Russia in which incremental Iranian measures to strengthen safeguards against any military dimension to their program be choreographed in sequence with incremental reductions in international sanctions.) Having ceremoniously replenished the research reactor with home-made fuel, the Iranians could claim to a domestic audience that stopping 20% enrichment is not a concession, but simply that the job has been completed.

If there is a confidence building deal to be done, it may well focus on the 20% enrichment issue -- a comprehensive agreement over Iran's enrichment of reactor-fuel grade uranium (less than 4%) is likely to remain elusive for now. Israel and France continue to insist that Iran cannot be permitted to maintain any enrichment capability on its own soil, despite the Non-Proliferation Treaty allowing such enrichment under standard safeguards against weaponization. The Bush Administration had maintained the same position; the position of the Obama Administration on an acceptable end-point is less clear. But because even the enrichment infrastructure allowed to all signatories of the Non-Proliferation Treaty for peaceful energy purposes under IAEA supervision can be repurposed to manufacture bomb fuel, Israel and its partisans on Capitol Hill remain opposed to any deal that allows Iran all the rights of an NPT signatory -- and Iran remains equally determined to assert its right to enrich uranium for non-military purposes. So even if it goes to the negotiating table, there's no end in sight to the battle of wills over the Iranian nuclear program.
