The Many Classifications of Web Hosting Plans: Take Your Pick ...

Web Hosting Plans

In today?s generation, web hosting has become a very popular trend in line of business. Web hosting providers store your website on fast servers in a data center with fast connection. When you visit any website, your computer is actually connecting to another computer that sends the files to your web browser, which then renders those files into web pages that you view. Even though, you, on your own, could actually host your own website, it is still of one?s best interest to choose a web hosting provider.

Web hosting plans of have several options of what type of server would you want to have for your website.? Shared, virtual private, managed and dedicated servers are some of these several options.

First is a shared web hosting. Among the four servers, this one is the least expensive and the most common. It is good for someone who is new to the World Wide Web. It?doesn?t?run any unique programs and it does not give a full server access or large amounts of bandwidth also. It is usually recommended for new websites as it is the most economical way to start a website. You site is placed on a server with other website to share the resources with the others.

Second is the virtual private server. If all of the four servers are leveled, it will come higher than a shared server. You can obtain access to the server in revision of configuration settings to the demand of your application. This is ideal for running a specific operating system, editing security permissions, and building custom configurations for languages.

Third is a dedicated web server. When you get a dedicated server, your website get access to the full server since it is not shared with any other sources. ?Complete control is what it offers however this choice is very expensive. Selling hosting plans, managing many websites and other stuffs are what a dedicated server could do. You name it, he have it. However, if you wanted this kind of server, it is best that you know how to administer the server and keep it up to date. You should be familiar and comfortable with the operating system you chose.

And lastly is the managed web server. Only few hosting companies allow this type of server in the market. It is the most expensive option. It is also close to having a dedicated server as well however only the server is closely administrated by staff at the company. Monitoring services to ensure the website is running at all times is the main function of this type of server.

Whatever type of hosting you chose is up to you however it all depends on your budget and how it is needed by your website. Always keep in mind that a web host company provider is just based in your state in order to have a quick access to support whenever technical problems might come.

For smaller online businesses which?doesn?t?have tremendous traffic yet but is already building up to it and requires a more secure and reliable hosting environment, the best dedicated server may be a dedicated virtual server. UConn women run past Maryland 76-50

BRIDGEPORT, Conn. (AP) ? Connecticut's youngest players have the Huskies back in an old and familiar spot.

Freshmen Breanna Stewart, Moriah Jefferson and Morgan Tuck combined for 35 points as UConn (32-4) advanced to their eighth straight regional final with a 76-50 blowout over Maryland on Saturday.

"I think we were 16 for 28 from the floor, our freshmen," UConn coach Geno Auriemma said. "One turnover between the three of them. I thought they were the key to the game today for sure."

Stewart and sophomore Kaleena Mosqueda-Lewis each had 17 points to lead the Huskies. Stewart also had eight rebounds and four blocked shots.

Jefferson made several key defensive stops and her two fast-break layups capped a 9-0 run to start the second half, giving UConn a 44-26 lead and control of the game.

"We got in a nice offensive flow," she said. "Once the transition game came, then the offensive flow was right there."

Her layup midway through the half stretched the lead to 60-38. She finished with 10 points and Tuck had eight as the Huskies bench outscored Maryland's 25-0.

"They didn't play like freshmen at all," center Stefanie Dolson said. "They came out confident and ready to play. They knew what they needed to do for our team and what they can do."

Two-time ACC player of the year Alyssa Thomas, who had scored 29 and 28 points in the team's first two tournament games, was held to 13 for Maryland, which finished its season at 26-8. Tianna Hawkins and Chloe Pavlech each had 11 points for the Terps.

Maryland trailed 35-26 at the half and went scoreless for the first 3 minutes after intermission allowing UConn to blow the game open.

"I thought we'd come out of the locker room with a lot more energy," Maryland coach Brenda Frese said. "They came with a knockout punch in the second half."

The Huskies will play Kentucky on Monday night in a rematch of last year's regional final, which was played just over 100 miles away in Kingston, R.I. UConn won that game 80-65.

The Wildcats beat Delaware 69-62 earlier Saturday.

Connecticut will be playing in a regional final for the 19th time. The Huskies have made five consecutive trips to the Final Four and are seeking their eighth national title.

It was the second win over Maryland this season for UConn. The Huskies won by 15 points in the Jimmy V Classic in December. Thomas had just six points in that game, and the Huskies held the Terps to just 48 points, their lowest output this season. They also were outrebounded 39-35, one of just five times that happened this season.

Maryland came into the game ranked second in the nation in rebounding margin, grabbing more than 14 more boards per game than its opponents. The Terps had outrebounded opponents in 32 of their first 33 games.

But UConn won that battle this time around 41-36.

"We were really looking forward to getting back on the court," Stewart said. "We knew Maryland was very physical and we just wanted to come out and disrupt them defensively."

Maryland hit just seven of its first 23 shots, but was 4 of 7 from 3-point range during that span, and trailed just 23-20 midway through the first half.

But 3-pointers from Bria Hartley and Kelly Faris pushed the lead to nine, and started a 12-1 run.

The Huskies looked as if they were about to extend that further, when Faris drove to the basket and appeared to take a hard foul. But there was no whistle, infuriating coach Geno Auriemma, who received a technical foul.

Thomas made one of two foul shots, then hit a jump shot that cut the lead to nine 35-26 at halftime.

UConn is 44-4 in NCAA tournament games played in the state and 8-1 in Bridgeport.

UConn's lone blemish came against Duke in 2006 in the regional final.

Maryland was in its 10th regional semifinal and looking to make back-to-back trips to the regional final despite losing three players this season to ACL injuries, including the expected starting backcourt, guards Brene Moseley and Laurin Mincy.

"Next year we'll have plenty of numbers, a full roster," Thomas said. "Not to take away from this season, but looking forward to next season, we're going to be a tough team to stop next year."

LA police ID suspect in girl's abduction case

A vehicle is dusted for prints in the driveway of a home on the 8800 block of Oakdale Avenue near Nordhoff Street Wednesday, March 27, 2013, in Northridge, Calif., where 10-year-old Nicole Ryan disappeared during the night. Los Angeles police say the girl has been located. Sgt. Rudy Lopez says Ryan was apparently spotted by someone who recognized her from information that had been publicized and contacted the Police Department. She was found at midafternoon outside a Starbucks store about six miles from her home. (AP Photo/Los Angeles Times, Mel Melcon)

(AP) ? Police said Saturday they are looking for a transient in the kidnapping of a 10-year-old girl who was snatched from her San Fernando Valley home before dawn last week and abandoned hours later in front of a hospital.

Investigators identified 30-year-old Tobias Dustin Summers as a suspect in the case but couldn't elaborate on the motive or what led them to him. Police don't know if the girl was targeted but said they don't believe Summers had a connection to her family.

"We have no information that the family knew this individual or that the individual knew any members of the family," Los Angeles Police Deputy Chief Kirk Albanese said.

About 40 detectives have been working around the clock looking for clues since the girl was abducted from her home Wednesday. She was found hours later, wandering near a Starbucks several miles away.

The girl was barefoot, had bruises and scratches, and wasn't wearing the same clothes she had on when she vanished. She told the police two men she didn't recognize had taken her from her home.

Police initially said they were looking for two suspects, but now are focusing their efforts on locating Summers.

"This is the only person we are looking for right now," Albanese said Saturday.

Investigators have said they believe the girl was driven around the San Fernando Valley in a couple of cars and taken to at least two locations, including a storage facility, before she was released.

A passer-by who recognized her picture from media reports saw her outside the Starbucks and called police. The girl had wandered there from the hospital where she had been dropped.

Summers, who has a distinctive tattoo of a ghoulish face on his right arm, has arrests dating back to 2002, police said. Among them are robbery, grand theft auto, possession of explosives and kidnapping, authorities said.

Police said they had no details on the prior kidnapping case.

Summers was released from prison in July on a petty theft conviction as part of a California law designed to ease crowding in state prisons. He also spent six days behind bars in January on a probation violation.

Summers last checked in with his probation officer at some point earlier this month and had been complying with his release terms, police said. He is known to frequent the area where the kidnapping took place.

The Los Angeles Times reported that law enforcement sources said the girl was sexually assaulted. The Associated Press does not identify victims of sexual assault. Summers isn't a registered sex offender, police said.

Albanese said Summers had been arrested four years ago for investigation of battery that involved child annoyance. Court records show Summers was convicted of battery in September 2009 but the child annoyance charge was either dismissed or not prosecuted.

Summers has family in Southern California, according to police, and the FBI said it will obtain a warrant for unlawful flight to avoid prosecution, if the agency determines he has fled the state.

Oh, the places you won't go! World's 25 least-visited countries

Using UN statistics, travel writer?Gunnar Garfors found that top contenders for the least-visited award are often dangerous or remote. But some are just plain boring.

By Ryan Lenora Brown,?Correspondent / March 29, 2013

Somali men look out across Mogadishu's fishing harbor in the early morning as fishermen land their catch and transport their fish to the market in the Xamar Weyne district of the Somali capital, March 16. Somalia is the second-least visited country in the world, according to a recent list compiled by travel writer Gunnar Garfors from UN statistics.

For some travelers, getting off the beaten path is a point of pride, a way to see the parts of the world that don?t make it into glossy guidebooks.

But how many of those same adventurous travelers would be willing to visit, say, Somalia?

About 500, it turns out.

At least, that?s how many tourists found their way to the wartorn east African nation last year. ?

That makes Somalia the second-least visited country in the world, after the tiny pacific island nation Nauru, according to a recent list compiled by travel writer Gunnar Garfors from UN statistics.?

Little Nauru ? 8.1 square miles in size, population 9,378 ? got just 200 visitors last year, and it?s pretty clear why.

?There is almost nothing to see there,? writes Mr. Garfors, ?as most of the island ? is a large open phosphate mine.??

Indeed, most of the world?s least visited countries seem to fall in one of two categories. There are the Naurus, where you?ll puzzle over what to do, and the Somalias, where it?s simply too dangerous to do much of anything at all. (As Somalia?s Wikitravel page aptly notes, ?the easiest method for staying safe in Somalia is not to go in the first place.?)?

Most of the ?nothing to do? countries are the crumbs that dust a map of the Pacific Ocean: the Federated States of Micronesia, the Solomon Islands, Kiribati, and Tuvalu. The latter shares with the Maldives the dubious distinction of having "highest elevation points" that are the lowest on earth ? 15 feet above sea level. Visit while you can, as rising sea levels could make the island uninhabitable within a century.

As for the ?too dangerous? countries, the list reads like a global primer in political conflict. For instance, despite its pristine national parks full of wild gorillas and elephants, the perpetually ungovernable Central African Republic (#23) is an unpopular destination for tourists. And its stock will likely continue to plummet ? last week a rebel alliance seized the capital, Bangui, and the president fled to neighboring Cameroon. (For more on the tempestuous politics of the CAR, read about the rebel alliance that took power there Sunday)

Afghanistan (#10) also suffers from tourism-deflating instability, which keeps visitors away from its rugged peaks, ancient Buddhist monuments, and Islamic holy sites, including the 12th-century Minaret of Jam, a UNESCO World Heritage Site.

?The Taliban have a message for foreign tourists who come to Afghanistan, especially if they are from any of the 50 countries that are part of the NATO-led coalition supporting the government: Big mistake,? writes The New York Times.

Other countries on the list, like Guinea Bissau (#14), Libya (#15), and East Timor (#18), have seen their reputations ? and infrastructure ? hobbled by recent wars or uprisings.

But not every country on the list is too dangerous or boring to visit. A few are simply effectively sealed off to the outside world.

All foreign visitors to North Korea (#16) are limited to a state-curated itinerary and must have an official government ?minder? by their side at all times. But for the few Western tourists who venture into the country, that?s part of the appeal. ?You will rarely get to see propaganda done more explicitly,? Garfors writes.

Except, perhaps, in Turkmenistan (#7), where visitors who brave the onerous Soviet-esque visa application process are rewarded with sites like a 50-ft. golden statue of former dictator Saparmurat Niyazov in the capital Ashgabat, which rotates throughout the course of the day to face the sun. But the country?s most indisputably impressive site is a massive flaming crater deep in the Karakum Desert. Measuring 230 feet across and almost 70 feet deep, the so-called ?Door to Hell? has been burning continuously since Soviet scientists lit it on fire in 1971. ?

Obscure? Yes. But that's part of the charm.

Winners to present important research on circadian rhythms

Hoboken, N.J. March 28, 2013 - Deborah E. Wiley, Chair of The Wiley Foundation, John Wiley & Sons, Inc. (NYSE: JWa & JWb) will present the 2013 Wiley Prize in Biomedical Sciences to Dr. Michael Young, Rockefeller University, Dr. Jeffrey Hall, Brandeis University (Emeritus), and Dr. Michael Rosbash, Brandeis University on Friday April 5.

The ceremony will take place at Caspary Auditorium, The Rockefeller University, 1230 York Avenue, New York, New York at 4:00 p.m. After receiving the award the three men will each present a brief lecture relating to their discovery of the molecular mechanisms governing circadian rhythms. The lecture will be streaming live here.

Studies of the molecular basis for circadian rhythmicity began more than thirty years ago in the lab of Dr. Young at Rockefeller University and Drs. Hall and Rosbash at Brandeis. Over the past three decades, the work of the three men focused on the fruitfly Drosophila melanogaster, with their research showing that the fly's circadian clocks are formed through the actions of a small group of genes.

These discoveries also apply to humans and other mammals, and could ultimately lead to the development of drugs to treat sleep disorders and jet lag, plus conditions associated with employees who work non-traditional shifts.

There is also evidence that the effectiveness of many drugs (including chemotherapeutics), our ability to fight infection, our ability to repair damaged tissues, and the incidence of certain forms of cancer depend on the proper working of circadian clocks. The Wiley Prize in Biomedical Sciences recognizes a specific contribution or series of contributions that demonstrate significant leadership in the development of research concepts or their clinical application. Particular emphasis is placed on research that champions novel approaches and challenges accepted thinking in the biomedical sciences.

The Wiley Foundation and the Wiley Prize in Biomedical Sciences were established in 2001.

NYC to resume search for remains from September 11 attacks

NEW YORK (Reuters) - New York City plans to start sifting through earth and debris recovered from the World Trade Center site on Monday to look for the remains of victims from the attacks of September 11, 2001, officials said on Friday.

The city's Office of the Chief Medical Examiner on Friday advised families of the dead about the new sifting operation, the first since 2010, a spokeswoman said in a statement.

The Medical Examiner's office has identified remains of 1,634 people out of 2,752 killed when suicide hijackers crashed into the twin towers, leaving more than 1,000 families without any physical remains of those who died.

After the initial cleanup of the site, the city scaled back operations to search for remains, drawing criticism from families of the dead, who said they could not properly grieve. The city widened its search again in 2006.

The next search will comb through 590 cubic yards (451 cubic meters) of excavated material taken from and near the World Trade Center site, said Caswell Halloway, deputy mayor for operations, in a memo to Mayor Michael Bloomberg made public by the Medical Examiner's office.

Much of the site known as Ground Zero is a construction zone for new skyscrapers and a memorial where the twin towers once stood.

The building under construction known as One World Trade Center has surpassed the Empire State Building as the tallest in New York and, when completed, would be the tallest in the Western Hemisphere at 1,776 feet.

Legal How-To: Reviewing, Disputing Legal Bills - Law and Daily Life

You hired a lawyer and were promised one rate. But when you get your legal bill in the mail, it's much more than you expect.

That's what led to a recent case alleging overbilling by DLA Piper, the world's largest law firm. Internal emails disclosed in the case revealed lawyers joking about "churning," or running up, client bills.

While you may feel that it's easier just to pay the higher amount (after all, a lawyer charged you), you should know there are ways to dispute a legal bill -- everything from attorney's fees to miscellaneous costs like making photocopies.

What to Do

A lawyer is supposed to be honest and forthcoming, but of course, not all lawyers are. Still, a higher-than-expected legal bill may also just be an honest mistake.

Here are some tips on how to review, and dispute, your legal bill:

  • First, review your fee agreement. Most states require that a lawyer give his legal billing rate in writing. If so, the fee agreement should provide details on how you will be charged, fees you can be assessed, and costs that you are responsible for. Double-check the bill you received. and make sure it conforms to what was promised in your fee agreement.

  • Discuss your bill with your lawyer. Lawyers practice law and are not generally in the collections business. If you don't want to pay, it will be a giant headache for the lawyer to collect. With that in mind, you may want to discuss the billing issue with your lawyer and work out a compromise. Explain why you feel the bill is too high and negotiate a happy middle ground.

  • Check with your local bar association. If your lawyer insists your bill is correct, but you believe otherwise, you do have other options. Local bar associations may provide some type of fee-dispute resolution program. This can include mediation, arbitration, or some other out-of-court arrangement.

  • Report the lawyer for unethical behavior. Lawyers are governed by your state's bar association. The bar association has the power to discipline unethical lawyers and report misconduct, which can lead to penalties and potentially even disbarment. If you believe that your lawyer has cheated you, you may be able to report this conduct to the bar.

String of attacks kills at least 23 in Iraq

BAGHDAD (AP) ? A series of car bombings in Iraq struck five Shiite mosques as worshippers were emerging from Friday prayers, killing at least 23 people, officials said.

The attacks ? four in Baghdad and one in the country's north ? were the latest spectacular assaults staged by insurgents seeking to undermine the Shiite-led government's efforts to achieve security across the country.

There was no immediate claim of responsibility, but the bombings bore the hallmarks of al-Qaida's Iraq branch. The Sunni Muslim group, known as the Islamic State of Iraq, frequently uses car bombs, suicide bombers and coordinated blasts in an effort to sow fear among Shiites and erode their trust in the government of Prime Minister Nouri al-Maliki.

In the first blast in Baghdad, a parked car exploded in Baghdad's western Jihad neighborhood, killing seven worshippers and wounding 25, a police officer said. Another bombing in the eastern Qahira neighborhood killed four and wounded around 20, while another blast killed three more and wounded another 15 in the Zafaraniyah district. A fourth car bomb killed five people and wounded 14 in the northeastern Binook neighborhood.

Three health officials confirmed the causality figures. All officials in Baghdad spoke on condition of anonymity because they were not allowed to talk to the media.

In the northern city of Kirkuk, 290 kilometers (180 miles) north of Baghdad, a suicide bomber drove his explosive-laden car into a group of worshippers as they were leaving a mosque after Friday prayers, killing three people and wounding up to 70, according to police Col. Najat Hassan. A senior provisional health official, Sidiq Omar Rasool, confirmed the casualty figures in Kirkuk.

Also Friday, a roadside bomb struck a joint patrol north of Baghdad, killing an army officer and a police officer, a police official said. Seven others were wounded in the attacks in the town of Muqdadiyah, about 60 miles (90 kilometers) north of Baghdad, the official added on condition of anonymity because he was not allowed to talk to the media.

Violence has ebbed sharply since the peak of Sunni-Shiite fighting that pushed the country to the brink of civil war in 2006 and 2007, but Sunni insurgents still occasionally carry out high-profile attacks against Shiites, considering them to be heretics.

Friday is a particularly popular day for militants to undertake such attacks because of the rush of mostly men and boys who flock to the mosques throughout the country to hear traditional Muslim sermons and take part in communal prayers.

(AP) ? Jarome Iginla had his choice of destinations when the Calgary Flames star was given freedom to explore a trade.

Only one of those destinations allowed Iginla to play with Sidney Crosby on hockey's hottest team.

Iginla called the opportunity to chase a Stanley Cup with the player he called "the best in the world" as the biggest reason the six-time All-Star agreed to a trade to Pittsburgh Wednesday night.

The 35-year-old Iginla says he's looking forward to joining the Penguins, who have ripped off 13 straight games heading into Thursday night's matchup with Winnipeg.

The move makes the Penguins the prohibitive Cup favorite, and Crosby says he's not worried about the sky-high expectations. Crosby says he always feels pressure to win the Cup no matter who is on the roster.

America: Time to shake the salt habit?

Mar. 27, 2013 ? The love affair between U.S. residents and salt is making us sick: high sodium intake increases blood pressure, and leads to higher rates of heart attack and strokes. Nonetheless, Americans continue to ingest far higher amounts of sodium than those recommended by physicians and national guidelines.

A balanced review of the relevant literature has been published in the March 27, 2013 edition of The New England Journal of Medicine. Theodore A. Kotchen, MD, professor of medicine (endocrinology), and associate dean for clinical research at the Medical College of Wisconsin, is the lead author of the article.

Dr. Kotchen cites correlations between blood pressure and salt intake in a number of different studies; typically, the causation between lowering salt intake and decreased levels of blood pressure occur in individuals who have been diagnosed with hypertension. Although not as pronounced, there is also a link between salt intake and blood pressure in non-hypertensive individuals. Additionally, recent studies have demonstrated that a reduced salt intake is associated with decreased cardiovascular disease and decreased mortality.

In national studies in Finland and Great Britain, instituting a national salt-reduction program led to decreased sodium intake. In Finland, the resulting decrease in systolic and diastolic blood pressures corresponded to a 75 -- 80 percent decrease in death due to stroke and coronary heart disease.

Nevertheless, not all investigators concur with population-based recommendations to lower salt intake, and the reasons for this position are reviewed.

"Salt is essential for life, but it has been difficult to distinguish salt need from salt preference," said Dr. Kotchen. "Given the medical evidence, it seems that recommendations for reducing levels of salt consumption in the general population would be justifiable at this time." However, in terms of safety, the lower limit of salt consumption has not been clearly identified. In certain patient groups, less rigorous targets for salt reduction may be appropriate.

UK recession risk persists, current account gap soars

By Olesya Dmitracova and Kate Holton

LONDON (Reuters) - Britain looks headed for recession and its current account deficit last year was the worst since 1989, data showed on Wednesday, dimming government hopes of a growth boost from exports and investment.

The Office for National Statistics confirmed that gross domestic product dropped 0.3 percent in the October-December period compared with the previous quarter, dragged down by sharp falls in industrial production and exports.

Separate data showed Britain's current account deficit came in at 14.037 billion pounds in the fourth quarter, overshooting forecasts.

For the full year, the gap between what Britain earns from trade and foreign investment and money flowing out of the country almost tripled to a shortfall of 57.679 billion pounds or 3.7 percent of GDP - the highest share of output since 1989.

The pound slipped against the dollar after the two releases.

"The long-awaited rebalancing of the economy remains elusive. The consumer has once again bailed out underperforming exports and business investment," said Andrew Goodwin, economic adviser at Ernst & Young.

"Prospects for Q1 remain on a knife edge," he added.

An economic contraction in the first quarter of 2013 would tip Britain into its third recession in less than five years.

Economists say that a long spell of cold weather may be adding to the chances of a new recession because snowfall in many areas probably curtailed shopping and may have disrupted some supply chains and staffing levels at companies.

So far, however, voters have shown a slight preference for the Conservative-led government's economic acumen over those of the opposition Labour party.

CONSUMERS TO THE RESCUE

Wednesday's figures showed that the household saving ratio fell to 6.7 percent in the fourth quarter. Britons' disposable income shrank 0.1 percent in real terms, but household spending held up, rising 0.4 percent and boosting the economy.

By contrast, the steepest decline in industrial output since early 2009 and a fall in exports weighed heavily on GDP.

Weak exports combined with resilient imports were behind the deterioration in Britain's current account position last year, which was also hit by a sharply smaller surplus on its net income account.

"The current account figures ... make for very dismal reading," said Monument Securities economist Marc Ostwald.

"The UK is running a twin deficit of the same sort of order as some of the worst offenders in the euro zone, so the idea that sterling is a safe haven should be under a lot of question," he added.

Michael Saunders, economist at Citi, attributed the current account gap also to a switch by British investors out of higher-yielding, riskier bonds and into safer but lower-returning debt during 2012. A slowdown in many European economies also hurt income from Britain's foreign direct investment.

The first estimate of first-quarter GDP due on April 25 will reveal whether Britain is in another recession.

Data from the first quarter of 2013 has been mixed so far: there was a sharp fall in manufacturing output in January but stronger survey evidence on the dominant service sector in February.

The ONS is due to publish its index of services data for January on Thursday, helping economists to gauge the economy's performance at the start of the year.

Latest forecasts by the independent Office for Budget Responsibility, used by the government for its budget, showed last week that Britain will eke out a meagre 0.6 percent growth this year - half what it predicted only a few months ago.

Back To The Border (The Note)

By MICHAEL FALCONE ( @michaelpfalcone )

NOTABLES

THE PROOF IS IN THE POLLING: Popularity of the U.S. Congress, while weak overall, has gained sharply among Hispanics, likely reflecting its current efforts on immigration reform, a new ABC News-Washington Post poll has found. ABC News Pollster Greg Holyk notes that Congress by far is the least popular of the three, with just 30 percent of Americans viewing it favorably. But that jumps to 56 percent among Hispanics, up by a steep 21 percentage points from November 2011 - the only group in which it reaches majority popularity. Congress' favorability rating is up by 7 points from late 2011, but well off the majority popularity it enjoyed in the late 1980s. http://abcn.ws/XdnimV

BORDER GANG: A comprehensive immigration overhaul bill is not expected until mid-April at the earliest, but four members of the Senate Gang of Eight - the team of bipartisan senators tasked with creating an immigration bill - will visit the Arizona-Mexico border today, reports ABC's Jim Avila and Serena Marshall. The two Arizona senators - both Republicans and Gang of Eight members, Sens. John McCain and Jeff Flake - will host Democrats Chuck Schumer of New York and Michael Bennet of Colorado for a tour along the border in Nogales, part of the Tucson sector. The location for the tour sits in rural Arizona, a trouble spot on the border because of a funneling-effect resulting from tougher controls in cities like El Paso, Texas and San Diego, Calif. The visit comes in advance of the pending immigration legislation to bring 11 million undocumented on a possible path to citizenship. http://abcn.ws/13wBlrx

MCCAIN'S STRAIGHT TALK: At a Monday town hall meeting, Sen. McCain said the team has made progress in "a number of areas" that he is "encouraged" by, but there are still areas on which the team has been unable to come to agreements. "I don't know if we can achieve agreement or not," he said. "We have been working, literally, night and day. We may not succeed." http://abcn.ws/13wBlrx

THE ROUNDTABLE

ABC's RICK KLEIN: Nobody likes Congress, basically ever - except Latinos, right now. The most interesting piece of the new ABC News/Washington Post favorability poll is that 56 percent of Hispanics say they view Congress favorably, an astounding 21-point jump since the last time the question was polled, in late 2011. No other demographic group shows a similar spike. The only plausible explanation is optimism around immigration reform, whether justified or not (though certainly colored by the tone of coverage in American Spanish-language and other Latino-geared media). It adds to the urgency around comprehensive reform, on a day that members of the Senate's Gang of Eight tour the US-Mexican border. This optimism will turn into something less than pretty, if Latino voters feel like their voices aren't heard, and relatively soon.

ABC's MATTHEW DOWD: The acceptance of gay marriage has come a long way in only a few short years mainly because we now have a generation of voters who have come of age in a time of their friends and acquaintances being openly gay their whole lives. And this generation of folks each has parents like myself who have watched their children bring friends who are openly gay into their homes, and have also learned a more compassionate way. It has just taken our leaders a while to catch up where the country is already headed on this issue. Whenever we have a decision in life and the choice boils down to one of reacting to fear or following love, the divinely inspired journey we are each on demands that we follow love if we desire a soulful and compassionate society. It seems the average citizen out there understands this much better than our leaders, and gay marriage is a perfect example of this in today's politics. More of my reflections on the topic of leadership and motivation in light of the gay marriage debate: http://abcn.ws/ZVcAA2

ABC's MICHAEL FALCONE: With prominent women running in mayoral races in cities around the country like Los Angeles, Houston and Albany, N.Y., a front-page New York Times profile yesterday of perhaps the most well-known of the bunch, New York City Council Speaker and mayoral contender Christine C. Quinn, sparked intense reactions. The story, by The Times' Michael M. Grynbaum and David W. Chen, listed example after example of Quinn's temper and verbal tirades over the years - directed at both colleagues and enemies alike. "She has threatened, repeatedly, to slice off the private parts of those who cross her," the reporters noted. One former city official described being on the receiving end of one of her outbursts: "It's just old-fashioned screaming, in a way that you just don't hear that much." More than a few have called the article sexist, pointing out that many a male politician has engaged in similar - and even worse - behavior. But others took a different view. For example, gender scholar Peggy Drexler offered her take in the Daily Beast: "In the end, the question shouldn't be, 'Is this piece sexist?' but whether the qualities that have made Quinn an effective, and thus far successful, leader will serve her going forward." Notably, Quinn, herself, is on the record taking responsibility for her leadership style: "I don't think being pushy or bitchy or tough, or however you want to characterize it, is a bad thing," she told The Times. "New Yorkers want somebody who's going to get things done."

WHAT WE'RE WATCHING

ROB REINER: MEATHEAD COULD HELP GET ARCHIE BUNKER TO BACK GAY MARRIAGE. Meathead says even his bigoted, cantankerous father-in-law Archie Bunker would be on the side of gay marriage if the sitcom "All in the Family" were still on the air today. "Oh absolutely, and I think we'd be screaming at each other pretty good," says actor and film director Rob Reiner, who played the role of Michael "Meathead" Stivic. "I would think Archie would be convinced if one of his friends or one of his daughters, not the daughter I was married to, but if he had a child who was gay, I think he might be convinced, yes." Reiner spoke to ABC's Rick Klein and Terry Moran on the steps of the Supreme Court after the Court heard oral arguments on the case weighing California's Proposition 8, a ballot initiative that defines marriage as between a man and a woman. Reiner has been a key player in fighting Proposition 8 ever since it passed in the 2008 election. He co-founded the American Foundation for Equal Rights, the group that has steered the legal battle against the ballot initiative all the way to the nation's highest court. TODAY AT THE SUPREME COURT: DOMA DAY

Today the Supreme Court will hear a challenge to a federal law, the Defense of Marriage Act (DOMA) that defines marriage as between one man and a woman. The law denies federal benefits to same-sex couples who are legally married in their states. DOMA was passed in 1996 with wide majorities in both the House and the Senate. ABC's Ariane De Vogue outlines the key issues in the case: http://abcn.ws/Yf1wPe

JURISDICTIONAL ISSUES: Because the government believes that DOMA is unconstitutional, the Bipartisan Legal Advisory Group (BLAG) led by House Republicans, stepped in to defend the law. Paul D. Clement is BLAG's lawyer. The DOMA case presents two jurisdictional questions. Because both the government and BLAG believe the justices should reach the merits in the case, the Supreme Court appointed a Harvard Law professor Vicki Jackson to argue the jurisdictional questions. The first question is whether the Court has the jurisdiction to hear the case given that the United States government agrees with the challengers to DOMA that it is unconstitutional. The second jurisdictional question before the Court involves whether BLAG has the legal right to bring the case. While BLAG argues that it has an interest in defending the enforceability of statutes the House has passed, Jackson says there has to be a concrete threat against institutional prerogatives. She says that to allow BLAG to have "standing" violates the separation of powers akin to transferring to the House the executive's power to take care that laws are faithfully executed.

THE MERITS: Similar to the arguments of supporters of Prop 8, Clement argues that in passing DOMA, Congress had a good reason to support traditional marriage. He targets the "tendency" of opposite-sex relationships to produce "unintended and unplanned offspring." Bipartisan Legal Advisory Group lawyer Paul D. Clement says that Congress was acting rationally when it passed DOMA: "Government from time immemorial has had an interest in having such unintended and unplanned offspring raised in a stable structure that improves their chances of success in life and avoids having them become a burden on society." But the government argues that DOMA violates the equal protection clause of the Constitution. "The law denies to tens of thousands of same-sex couples who are legally married under state law an array of important federal benefits that are available to legally married opposite-sex couples," writes Solicitor General Donald B. Verrilli.

DAVID PETRAEUS APOLOGIZES FOR AFFAIR. David Petraeus apologized in front of an audience of about 600, who welcomed him with a standing ovation, for an extramarital affair with his biographer in his first public speech since resigning as the head of the CIA, reports ABC's ANTHONY CASTELLANO. "Needless to say, I join you, keenly aware that I am regarded in a different light now than I was a year ago," Petraeus said Tuesday night to an audience of mostly veterans at the University of Southern California's annual ROTC dinner at a hotel in Los Angeles. "I am also keenly aware that the reason for my recent journey was my own doing. So please allow me to begin my remarks this evening by reiterating how deeply I regret - and apologize for - the circumstances that led to my resignation from the CIA and caused such pain for my family, friends and supporters," Petraeus said. The decorated war hero and former four-star general has remained out of the public eye since his affair with writer Paula Broadwell was revealed in November. http://abcn.ws/WVEb40

MORE FROM TODAY'S ABC NEWS-WASHINGTON POST POLL. Fifty-five percent of Americans overall hold a favorable opinion of the Supreme Court, which is hearing arguments on gay marriage, a major civil rights issue, this week. That's despite some less-than-popular recent opinions; the public divided on the court's ruling on health care reform in 2012 and broadly opposed its 2010 decision on political campaign financing. Obama, for his part, is seen positively by 57 percent of Americans, near his more than three-year high, 60 percent, in January. That's despite the fact that his job approval slipped from a three-year peak of 55 percent in January to 50 percent earlier this month. The two assessments can differ; the first measures basic goodwill while the latter is more performance-based. http://abcn.ws/XdnimV

OBAMA NAMES FIRST FEMALE SECRET SERVICE DIRECTOR. President Obama is appointing veteran Secret Service agent Julia Pierson as the agency's first female director, reports ABC's MARY BRUCE. Pierson will take over the helm from Mark Sullivan, whose leadership came under intense scrutiny after the agency became mired in a prostitution scandal last year. During preparations for a presidential visit to Cartagena, Colombia, last April, more than a dozen agents and officers allegedly solicited prostitutes, raising serious questions about the agency's male-dominated culture. "Julia is eminently qualified to lead the agency that not only safeguards Americans at major events and secures our financial system, but also protects our leaders and our first families, including my own," President Obama said in a written statement. "Julia has had an exemplary career, and I know these experiences will guide her as she takes on this new challenge to lead the impressive men and women of this important agency." http://abcn.ws/10LZOoP

"WHAT WOULD THE SENATE'S BUDGET LOOK LIKE WITH ALL 500-PLUS AMENDMENTS?" by Yahoo! News Columnist Chris Wilson. "The federal budget the U.S. Senate passed in the raw hours of Saturday morning contained so many proposed amendments that some of its amendments had their own amendments. The chamber voted on only a few dozen of the 572 amendments that were filed to the 94-page bill, consigning the rest to the congressional equivalent of Bartleby's dead letter office. Legislation is the source code for America, written out by Congress as commands that the executive branch executes. Like any sufficiently complex program, a lot of proposed edits never make the final version. In that spirit, this interactive version of the Senate budget includes almost every amendment at the exact place in the bill where it proposes to make a change. Think of it like Microsoft Word's track changes feature applied to legislation." Check it out: http://yhoo.it/YCmyXu

WHAT WE'RE READING

"PROGRESSIVES MUST FOCUS OUTSIDE D.C.," a Politico Op-Ed by Democracy for America Chairman Jim Dean. "The only way progressives can overcome this clear Republican advantage is by applying the same shoe leather we've used for years to win national races and take these state legislatures back. That's why Democracy for America is launching its Purple to Blue project, a national, multi-year effort to win state House and Senate chambers across the country by making so-called 'purple' state legislative seats decisively Democratic. And we're starting right here in Virginia. Forget about the 'Republicans are dead' stuff. If we allow the status quo to continue, the consequences for our country will be dire. And, honestly, the situation in the states right now is deeply troubling already. ? We're not the first group to focus on state legislatures, and even victory in all five of our targeted districts won't flip Virginia's House of Delegates. However, that's why our Purple to Blue project is so important: It gives us a chance to figure out what works ahead of the critical state races happening in Michigan, Pennsylvania and elsewhere in 2014. It is also a critical step in preparing for the big fight in 2015 for the Virginia State Senate." http://politi.co/108hloX

Google adds Street View to ghost town inside Japan nuclear zone

AP / Google

This March 2013 image released by Google shows its camera-equipped Street View vehicle as it moves through Namie in Japan, a nuclear no-go zone where former residents have been unable to live since they fled from radioactive contamination from the Fukushima Dai-ichi nuclear power plant two years ago.

By Yuri Kageyama, The Associated Press

TOKYO? ? Concrete rubble litters streets lined with shuttered shops and dark windows. A collapsed roof juts from the ground. A ship sits stranded on a stretch of dirt flattened when the tsunami roared across the coastline. There isn't a person in sight.

Google Street View is giving the world a rare glimpse into one of Japan's eerie ghost towns, created when the March 2011 earthquake and tsunami sparked a nuclear disaster that has left the area uninhabitable.

The technology pieces together digital images captured by Google's fleet of camera-equipped vehicles and allows viewers to take virtual tours of locations around the world, including faraway spots like the South Pole and fantastic landscapes like the Grand Canyon.

AP / Google

This screenshot, made from the Google Maps site provided March 27, 2013 by Google, shows stranded ships left as a testament to the power of the tsunami which hit the area two years ago.

Now it is taking people inside Japan's nuclear no-go zone, to the city of Namie, whose 21,000 residents have been unable to return to live since they fled the radiation spewing from the Fukushima Dai-ichi nuclear power plant two years ago.

Koto Naganuma, 32, who lost her home in the tsunami, said some people find it too painful to see the places that were so familiar yet are now so out of reach.

She has only gone back once, a year ago, and for a few minutes.

"I'm looking forward to it. I'm excited I can take a look at those places that are so dear to me," said Naganuma. "It would be hard, too. No one is going to be there."

Namie Mayor Tamotsu Baba said memories came flooding back as he looked at the images shot by Google earlier this month.

He spotted an area where an autumn festival used to be held and another of an elementary school that was once packed with schoolchildren.

"Those of us in the older generation feel that we received this town from our forbearers, and we feel great pain that we cannot pass it down to our children," he said in a post on his blog.

"We want this Street View imagery to become a permanent record of what happened to Namie-machi in the earthquake, tsunami and nuclear disaster."

Street View was started in 2007, and now provides images from more than 3,000 cities across 48 countries, as well as parts of the Arctic and Antarctica.

Y! Sports: US draw at Azteca?equals win

Brad Guznan (1) celebrates with Herculez Gomez after a 0-0 draw against Mexico. (USAT Sports)MEXICO CITY ? Four days ago, the United States' road to the 2014 World Cup looked perilous. After Tuesday night's 0-0 tie against Mexico, the Americans are back on track.

Fans inside Estadio Azteca went to great extremes to gain an advantage for the home team, directing highly dangerous green laser pointers at U.S. goalkeeper Brad Guzan. The laser pens, which doctors say can cause blindness, found Guzan as he prepared for goal kicks throughout the first half of the CONCACAF qualifier. But he wasn't the only target.

Forward Herculez Gomez also had a laser beam pointed at him early in the contest, although his back was turned at the time.

U.S. soccer officials were looking into the matter as of late Tuesday night and an official complaint to world governing body FIFA is possible.

"You deal with that," said Guzan. "It's obviously not ideal, but it happens in these kinds of places. When did I notice it? When did I not notice it? It is part of the environment when you come down to place like Azteca, so you can't let it affect you."

Chicharito yells at a referee after Mexico's 0-0 draw against the U.S. (USAT Sports)Despite the disruption, the U.S. defense held firm in the face of sustained pressure from a Mexican team desperate to kick-start its own qualifying campaign after two successive draws. The displeasure of the home fans was made further evident at the final whistle, when it booed its own team and launched a shower of beer cans and cups onto the field, as well as at the contingent of traveling American fans.

Mexico was aggrieved to be denied a penalty kick in the 77th minute when Maurice Edu collided with Mexico's Javier Aquino just outside the U.S. goal. No whistle was blown, and instead of a prime scoring chance, Mexico was awarded what turned into a harmless corner kick.

The home squad had several more golden chances to score in the waning minutes, but they either booted them wide or were thwarted by Guzan, who was outstanding in place of the injured Tim Howard.

Jurgen Klinsmann's visitors were on the back foot for the majority of the contest, with Mexico enjoying a series of clear chances to give itself the lead. Yet despite open opportunities for Javier "Chicharito" Hernandez, Giovani Dos Santos and Andres Guardado, there was no way through for the Mexican attacking machine.

If the U.S. appeared to be playing for the tie, it was for good reason. Never has the United States beaten Mexico in a World Cup qualifier on its home turf, and only once in six tries (in 1998) had it even earned a draw.

While the result was only enough to put the Americans into a three-way tie for second place in the six-team CONCACAF pool (from which three nations are certain to qualify), it has now crossed off two of its most difficult road games and is perhaps in the best position of all the six teams.

"We are in really good shape now," said DaMarcus Beasley, pressed into action at left back instead of his more familiar midfield role. "The next game is always important, but getting points away from home like this is huge. You don't qualify for the World Cup on one night or with one game, but this feels like a big step."

The U.S. now takes a break from international action until June, but following its disastrous opening-game defeat in Honduras, will feel far more confident about it chances of reaching the World Cup for the seventh straight time.

Regrow Fresh Heads of Romaine Lettuce from Chopped Down Lettuce Hearts

Regrow Fresh Heads of Romaine Lettuce from Chopped Down Lettuce Hearts The next time you chop up a head of romaine lettuce for salad, hang on to the very bottom. The "heart" can be placed in a pan of water and with a little time, will eventually sprout a whole new head of lettuce, ready to harvest, eat, and repeat the process.

We've shown you how to do the same thing with spring onions (just save the bottoms,) but the process is similar with romaine lettuce. Just leave a few inches from the bottom of the heart when you chop it up, and then put the hearts into about a half-inch water?either nestled together in the same container or in separate, smaller ones like the cups shown above. Then, just wait a few days. Keep a little water in the bottom (change it out every day or so) and let them get some light, and you'll have fresh lettuce sprouting from the center of the heart in no time.

You'll have to let it grow for a while before you get enough to harvest and start the process over again with, and you'll want to trim off the outer leaves of your starter heart, since they'll certainly turn brown and withered, but the inside will still be fresh and delicious. If you want, you can even take the newly-sprouted hearts and plant them right in the ground. Click the link below to read how the whole thing was done.
