Last Week to Decorate Floats for Rose Parade

Volunteer float decorators are a determined hard working group. But volunteers for the Pasadena Tournament of Roses who came out on Monday, the day after Christmas, are a cut above the rest.

"I did it last year one day, and I loved it, so I'm doing it every day this week," said one volunteer. Many volunteers skipped the Christmas leftovers and after-holiday shopping to get elbow deep in glue.

Another volunteer said, "I had a good dinner and some wine and, actually it wasn't too bad, we made sure we got to bed early!"

Some young volunteers were seen hiking up scaffoldings instead of at home helping out mom.

"Oh, she's glad I'm out of the house!" said a young female volunteer.

The float volunteers could be shopping, but instead they're snipping away at flowers and plants. It seems all the devotion to the floats stem from civic pride, school pride and company pride.

"[Got here at] around 8 o'clock. So, that's why I don't really have any makeup on!" said another volunteer.

And it may seem like today is the day that the float creators, the Phoenix Float Decorators, get to hand off their yearlong job to the volunteers, but it is never a hands-off operation.

Chris Lofthouse with the Phoenix Decorating Company said, "We?re keeping a close eye on everything. You know especially with the flowers and the square footage and how to measure and how to get everything precise when your flower bill is what mine is and you have ten percent over!"

This is a very unglamourous life that lasts for a week, so that the rest of the world can turn on their televisions and be amazed at what Southern California can do with seeds, flowers, plants and imagination.

Japan probe finds nuclear disaster response failed (AP)

TOKYO ? A Japanese government report has found that the response to the nuclear crisis that followed the March 11 tsunami was confused and filled with errors.

The report submitted Monday outlined a government investigation into the nuclear disaster at the Fukushima Dai-ichi nuclear power plant. The investigation will be finished by mid-2012.

The report found workers at Tokyo Electric Power Co. were untrained to handle emergencies like the power shutdown that struck when the tsunami destroyed backup generators ? setting off the world's worst nuclear disaster since Chernobyl.

It also found that workers had mistakenly assumed an emergency cooling system had been working.

Moon & Venus to put on post-Christmas sky show

For those still recovering from an active Christmas Day, there will be a celestial sight pretty enough to adorn your Christmas tree on the evening after Christmas.

On Monday, known as Boxing Day in Commonwealth nations like Canada and the United Kingdom, the brilliant planet Venus will shine prominently in the vicinity of a lovely crescent moon. The Venus-moon sky show repeats on Tuesday night, too.

On Monday, check the south-southwest sky right after the sun sets. Venus will likely catch your eye first since it will be shining about one-fifth of the way up from the horizon. Now look off to the right and at a slightly lower altitude from Venus and you'll also catch sight of the slender sliver of a waxing crescent moon. ?

The eye-catching duo will quickly descend as the sky darkens, finally setting about 2 1/2 hours after sunset, beyond the southwest horizon. The sky map available here shows how Venus and the moon appear on Monday.

A striking sight
This will not be a particularly close conjunction (as groupings of planets are called) since Venus will be hovering about 7 degrees from the moon. Your clenched fist held at arm?s length measures roughly 10 degrees.? Still, the two sky objects will likely attract immediate attention because of their magnificent brightness.

Venus shines at magnitude -4 on the scale astronomers use to measure and object's brightness. On the scale, the lower the magnitude number, the brighter the object appears. On this scale Venus is 11 times brighter than Sirius, the brightest star in the night sky.

The moon will be a little more than two days past new phase and will only be about 6 percent illuminated.? Look for the beautiful phenomenon known as "earthshine" ? sunlight reflected by the Earth, directed toward the moon and dimly illuminating its dark portion with a faint grey-blue glow.? That effect will impart an almost three-dimensional appearance to the moon and will enhance the overall scene.

Venus is currently 123 million miles (197 million kilometers) from the Earth. But the moon is only about 235,000 miles (379,000 km) away and as a result appears to move much more rapidly against the background stars than Venus.?

By the time the sun sets on Tuesday evening, the configuration between Venus and the moon will have markedly changed. In fact, the moon ? whose illuminated sliver will have noticeably widened to 12 percent ? will now be positioned high above Venus. If you drop an imaginary line straight down from the Moon and you will hit Venus some 10 degrees ("one fist") away.?

During the daytime too!
And the moon's proximity relative to Venus will give you an excellent chance to try and glimpse Venus during the daytime.

If your sky is mostly clear with little or no haze, check your south-southwest sky during the late afternoon hours of Monday and Tuesday before sunset and try to locate the moon. It will most likely be easier to do this on Tuesday since the moon will be higher and a thicker crescent.

If you find the moon, remember that on Monday, Venus will be positioned about 7 degrees to the moon's left and will be a bit higher up.? On Tuesday look roughly "one fist" below the moon to find Venus. It will be visible as a tiny white speck of light against the blue sky background.?

Another fine (albeit similarly wide) pairing-off of Venus and moon will again occur a month from now, on Jan. 25 and 26.

It just so happens there?s someone else who lays claim to that record: Bill Clinton.

Now, as the former House speaker ? whose rocky relationship with Clinton when both were in office is the stuff of legend ? steals some of the ex-president?s thunder and touts the ?90s as a Newt Gingrich production, former Clinton aides are crying foul.

?Newt Gingrich running on President Clinton?s record is like the coal delivery man stealing Santa?s sleigh,? said Joe Andrew, a former Democratic National Committee chairman from 1999 to 2001.

?The then-speaker was not only an impediment to the president?s policies that resulted in years of record-setting growth, the speaker nearly derailed the very constitutional system he swore to uphold and now claims as the basis of his radical policies. His only success is in making news ? bad news.?

Longtime Clinton adviser James Carville was equally blunt and equally apoplectic about the claims of Gingrich, who was once lampooned on the cover of the New York Daily News as a ?crybaby? for his response to a perceived Clinton snub.

?The idea that he had anything to do with balancing the budget is ludicrous,? he said, accusing Gingrich of doing little other than creating partisan obstructions at the time. ?There?s so many people claiming paternity here. There?s only one that passes the DNA test and that?s the president.?

?Newt Gingrich trying to claim credit for the Clinton economy is like Johnny Ringo claiming credit for the gunfight at the OK Corral? was the take of former Clinton adviser Paul Begala. ?He was involved in it ? just on the losing side. Newt opposed President Clinton?s economic plan with all the bombast, bitterness and bloviating for which he?s famous. ? What?s next? Is Newt going to claim credit for President Clinton?s weight loss??

Gingrich spokesman R.C. Hammond shot back, ?It takes two. A bill is just a bill, but working with Newt, bills became welfare reform, tax cuts and balanced budgets.?

On the 2012 campaign trail, Gingrich has laid out what he describes as his signature accomplishments. They?re familiar bullet points from the boom-time 1990s ? a balanced budget, the push for substantive welfare reform ? that earned Clinton the enmity of the liberals in his party and a reputation as Triangulator-in-Chief, but also cemented his legacy.

Gingrich has painted those efforts as the achievements of a rosier era of bipartisanship, ignoring the government shutdown in which he played a pivotal role. He lauds his former adversary Clinton?s leadership style at campaign events and even credits the former president with playing a role in welfare reform ? though he makes clear that he doesn?t consider it a starring one.

The 1990s jobs numbers have also been a key pitch for Gingrich: At one point, his campaign issued a press release outlining ?The Obama-Gingrich jobs gap,? comparing the number of new jobs created under the president to the number created during the Gingrich speakership.

?When I was speaker, our budget was balanced and 11 million jobs were created,? he declared in a recent campaign ad.

Gingrich?s reliance on ?90s-era stats prompted mockery from Mitt Romney adviser Stuart Stevens in Sioux City recently, in the post-debate spin room.

Brady leads comeback, Patriots top Dolphins 27-24 (AP)

FOXBOROUGH, Mass. ? The New England Patriots emphasize playing well for 60 minutes every game. On Saturday, 30 was enough ? barely.

Rallying from their worst half of the season, the Patriots scored on their next five possessions and clinched a playoff bye with a 27-24 win over the Miami Dolphins on Saturday.

"You don't want to, certainly, make a habit of this," said Tom Brady, who scored on two 1-yard sneaks and threw for a 1-yard touchdown. "We showed some resiliency."

New England (12-3) won its seventh straight game. After the Houston Texans lost to the Indianapolis Colts on Thursday night, the Patriots needed a win or a tie to lock up one of the top two spots in the AFC.

"It's good to clinch," said Deion Branch, who caught the touchdown pass from Brady, "but not by the way we played. It's not the way you want to do it."

Miami (5-10) lost for the third time in eight games after opening at 0-7 and is 1-1 under Todd Bowles, who took over when Tony Sparano was fired.

"First half we came out and played our tempo and our ballgame," Bowles said. "The second half they made us play theirs."

The AFC East champions trailed 17-0 at halftime but made the necessary adjustments and went to their no-huddle offense more, keeping the Dolphins from making defensive substitutions. And Brady was on target after a first half in which heavy defensive pressure against a makeshift offensive line affected his accuracy. He completed just 7 of 19 passes for 87 yards and was sacked three times in the half.

But in the second half, he completed 20 of 27 passes for 217 yards, finishing at 27 for 46 for 304 yards and leading one scoring drive after another ? a 45-yard field goal by Stephen Gostkowski, the scoring pass to Branch, his own sneak that tied the game, Gostkowski's 42-yard go-ahead kick after Devin McCourty's first interception of the year, and the other sneak with 2:56 to go, making it 27-17.

The Dolphins made it closer on Matt Moore's 15-yard scoring pass to Davone Bess with 1:48 to play. They had three timeouts left, but their hopes faded when Brady hit Wes Welker for a 6-yard gain and a first down.

"We had (Brady's) number in the first half, but in the second half he came out and made a lot of plays," Miami linebacker Karlos Dansby said. "He is a coach on the field."

The Dolphins seemed headed for a victory and got a break even before the game started when Patriots left tackle Matt Light hurt his ankle in warmups and didn't play. Left guard Logan Mankins took his spot, but he left with a knee injury suffered on New England's second series.

"There's always things that are going to go wrong in a football game and things aren't going to work out the way you want them to all the time," said Welker, who finished with 12 catches for 138 yards after managing just two for 20 in the first half. "The main thing is just playing a full 60 minutes and never giving in and understanding that one drive and one score (can) get things going."

The Patriots punted on their first six series of the first half then missed a field goal on the other. The Dolphins struggled in the second half when Moore fumbled the snap at his 38-yard line and Vince Wilfork recovered, starting the drive capped by Branch's touchdown.

"They committed penalties in the first half," Dolphins guard Richie Incognito said. "We turned the ball over and committed penalties in the second half. That is never a good recipe."

Reggie Bush had another outstanding game for Miami with his fourth straight rushing day of at least 100 yards. He finished with 113 on 22 carries one week after gaining a career-high 203 yards.

His latest performance gave him 1,086 yards rushing for the season, the first time in his six years, the first five with the New Orleans Saints, that he passed 1,000.

"It really doesn't mean anything right now," he said. "This one's pretty tough."

The Dolphins had taken a 3-0 lead on Dan Carpenter's 47-yard field goal 4:01 into the game and made it 10-0 with 1:15 gone in the second quarter on Moore's 19-yard pass to Brandon Marshall.

They stretched that to 17-0, the Patriots biggest deficit of the season, on a 1-yard touchdown pass from Moore to Charles Clay. The 89-yard drive was helped by two defensive pass interference penalties on third down.

But the Patriots remained calm in the locker room at intermission.

"There wasn't a bunch of yelling," Wilfork said. "We just came in and said we've got to play better, we've got to make more plays."

They did. The Dolphins didn't.

"Our guys fought," Bowles said, "but we didn't finish."

Notes: Welker set a franchise record for one season with 1,518 yards receiving. He broke the mark of 1,493 set by Randy Moss in 2007. ... Bush was checked my medical personnel on the sideline late in the game "Something in my leg just didn't feel right," he said. "I'm walking. If it was serious, I wouldn't be walking." ... Moore completed 17 of 33 passes for 294 yards, his highest total as a Dolphin. He threw for more than that with the Carolina Panthers once in 2009 and once in 2010. ... The victory was the largest comeback by the Patriots from a second-half deficit since Nov. 10, 2002 when they beat the Chicago Bears 33-30 after trailing 27-6 in the third quarter.

96% The Artist

To call The Artist stylish is an understatement. The film beautifully appropriates the vocabulary of the silent era. When a crowd applauds wildly in one scene, we hear nothing. In another when George raises his hands to his head and looks up to the sky to scream, the sound is deafening in its silence. In its place, we have a lush (mostly) instrumental soundtrack married with the gorgeous contrast of black and white film. The visual cues of light and dark shadows are that much more crucial because there is no sound to inform the narrative. The Artist is sincerely a loving re-creation of the silent period. Not as the works exist today, but as we imagine them to be. The appropriation is truthfully a lot better than what remains from the actual movies of that time. There are no missing frames or deteriorated quality. The actors' movements are fluid, not jumpy or rushed. Intertitles are used, but only sparingly allowing the viewer to connect with the actors through reading their lips and gestures. The acting feels more natural and informed by the current age. Yes the performers must rely on facial expressions and body language to indicate emotion, but the execution is restrained. We're spared the artificial, melodramatic faces that mar productions of that time period. This is the silent era as re-imagined with technological panache. The mood is luxurious and nostalgic. Breathtaking is an overused word, but it fits.The Artist is marked by a poetic beauty. How can you not love a film that is (virtually) silent yet speaks volumes? Although The Jazz Singer was released in 1927 and is recognized as the first commercially successful talking picture, the majority of movies released were still silent for the next two years. It wasn't until 1929 that the format eventually took off. Ernst Lubitsch's The Patriot was the last silent to be nominated for Best Picture in 1929. That will change this year. It takes chutzpah to make a silent movie in 2011. The fact that it's so darn good, is just an additional benefit. As a period piece, it brilliantly captures the early age of sound, but the plot also presents a searing emotional drama about ego and the transitory nature of fame. In a word, it's stunning and reminiscent of classics like Singing in the Rain and Sunset Boulevard in terms of themes addressed. I dare say this ranks favorably when compared alongside side those jewels of the silver screen. The Artist is a film for the ages.

Facebook Study: Why people friend and unfriend each other (Yahoo! News)

"Offensive comments" top the list of reasons for unfriending

Still hurting over being unfriended on?Facebook? If?William Shatner can't make you feel better, maybe knowing the reason why you got the boot can give you peace of mind. A recent?study by NM Incite reveals the most common reasons why users friend (and unfriend) people on the?social network, and it could help you pinpoint where you went wrong along the way.

Receiving offensive comments and not knowing much about the other person are the top two motives for removing others on Facebook, followed by sales talk and depressing comments. And, even if people with thousands of friends make us wonder if they go on friend adding sprees sometimes, personal acquaintanceship is still the top reason why users add each other on the site. Knowing someone through mutual friends or through a business network comes next on the list.

The study also reveals that men and women generally have different activities on the site, with women using Facebook more as a creative outlet, a source of?coupons and promos, and a way to give products or services positive feedback. Men, on the other hand, use the social network to connect with business contacts, to find a job, or to find a?new romantic interest.

ACLU and 34 Organizations Urge Mayor to Stop Resisting Justice Department

The ACLU and 34 civil rights and community organizations are asking Mayor Mike McGinn to give up his defensive posture and cooperate with the US Department of Justice's demands to eradicate a pattern of excessive force in the Seattle Police Department.

"We are concerned that some of your public comments give the impression of a reluctance to embrace the recommendations of the report," their letter says. The letter apparently responds to Seattle Police Chief Diaz telling reporters hours after receiving the DOJ's 66-page report that he wanted to "see evidence" that his officers used excessive force in one out of five cases. "Let us see the numbers," Diaz defiantly said last Friday. Likewise, police labor union president Rich O'Neill issued a statement that afternoon that said changes to working conditions for officers must be hammered out "at the bargaining table."

The social justice groups, many of which joined the original request last December to begin the investigation, write: "Instead of focusing on re-evaluating the data, the City?s leadership should focus on finding solutions to well-documented problems that have developed over the years at the Seattle Police Department."

Mayor McGinn, for his part, said on Monday, "It is natural for people to see this as SPD vs. DOJ. But as mayor I don't have the luxury of looking at it that way. It is my responsibility to ensure public safety and a police force that addresses issues of excessive force and bias in policing."

He adds, "We're going to have to dig in to the DOJ's analysis."

As I write in this week's paper, some officials at city hall fear that the SPD and police union's resistance could result in an expensive federal lawsuit.

The ACLU of Washington and the community organizations listed below request you make a strong public statement outlining your plans for addressing the very serious issues raised in the report by the United States Department of Justice stemming from its investigation of the Seattle Police Department, including implementation of the recommendations included in the report.

We agree with U.S. Attorney Jenny Durkan that most Seattle police officers are good, dedicated public servants. However, the issues pinpointed by the DOJ?including excessive use of force, insufficient skills in de-escalating conflict, and lack of internal accountability?are longstanding problems. Organizations in the community have voiced concern about them for years.

The City?s leadership needs to set a tone indicating that it accepts the DOJ report?s recommendations. These were based on intensive discussions with police, City officials, and community members, and detailed analysis of records provided by the Seattle Police Department itself. We are concerned that some of your public comments give the impression of a reluctance to embrace the recommendations of the report. Instead of focusing on re-evaluating the data, the City?s leadership should focus on finding solutions to well-documented problems that have developed over the years at the Seattle Police Department.

Further, community stakeholders must be included in discussions about any solution to the problems identified by DOJ, including the conditions of a consent decree. The impact of any intended solution will be felt by all community members in Seattle, and it is critical that SPD and City leadership regain the trust of those community members. Only with them at the table can we create lasting and sustainable change where public safety and civil rights are both protected. The City of Seattle deserves no less.

Magazine editor resigns amid Rihanna controversy

After issuing an apology for her magazine's use of the n-word in describing Rihanna, Jackie editor-in-chief Eva Hoeke has resigned her post.

Hoeke, who had been with the Dutch fashion magazine for eight years, oversaw the most recent issue, which included a brief item about Rihanna's style in which the singer was referred to as the "ultimate n---abitch."

"She has street cred, she has a ghetto ass and she has a golden throat," the piece read, as translated by Parlour magazine. "Rihanna, the good girl gone bad, is the ultimate n---abitch and displays that gladly, and for her that means: what?s on can come off. If that means she?ll be on stage half naked, then so be it."

After learning of the use of the racial slur, Rihanna took to Twitter to blast Hoeke and the publication.

"I hope u can read english, because your magazine is apoor representation of the evolution of human rights!" she wrote. "I find you disrespectful, and rather desperate!! You ran out of legit, civilized information to print! There are 1000's of Dutch girls who would love to be recognized for their contributions to your country, you could have given them an article. Instead, u paid to print one degrading an entire race!"

Hoeke then apologized for the slur, posting a letter to readers on the magazine's Facebook page, saying there was no "racist motive" behind the choice of words.

"This should have never happened. Period," she wrote. "While the author meant no harm ? the title of the article was intended as a joke ? it was a bad joke, to say the least. And that slipped through my, the editor-in-chief?s, fingers. Stupid, painful and sucks for all concerned. The author has been addressed on it, and now I can only ensure that these terms will no longer end up in the magazine."

But Hoeke was criticized for her apology, which some bloggers derided as a "non-apology apology" while others expressed incredulity over the fact that Hoeke called the word choice a "joke."

On Tuesday, Jackie issued a press release saying that Hoeke had been "taunted and threatened in various ways" after she issued her apology.

"Throughout the various social media, there has been an emotional response to this choice of words, as published in Jackie," the press release read, as translated by Parlour magazine. "As a first reaction to this, editor-in-chief Eva Hoeke said via Twitter that the choice of words was meant as a joke and offered an apology to anyone who felt offended. This reaction causes further consternation, as Hoeke herself also referred to the term elsewhere in the magazine."

After two further apologies failed to placate readers, she consulted with publisher Yves Gijrath of GMG, and the duo came to the "joint conclusion" the she should resign effective immediately.

?I realize that my first reaction through Twitter, in which I indicated that it was a joke, has been an incomplete description of what me, and also the author of the article, meant," Hoeke said in a statement. "The term ?n----bitch? came from America, and we solely used it to describe a style of dress. Because of the enormous pressure through social media I was tempted to promise amendment regarding the language in future issues of Jackie. Apart from that I also offered an rectification. I have now come to the conclusion that rectification is not the right solution. I regret that I have taken a stand too quickly regarding an article in Jackie ? which moreover had no racial motive at its basis."

She continued: "Through the course of events, me and the publisher have concluded that because my credibility is now affected, it is better for all parties if I quit my function as editor-in-chief effective immediately. After putting my heart and soul into for Jackie for eight years, I realize that these errors ? although not intented maliciously ? are enough reason for leaving.?

Gijrath, meanwhile, said the decision to use social media to respond to the controversy has hurt the credibility of all involved.

?I should have counted to 10 before taking unnuanced stands through social media channels," he said. "Through this, my credibility has been hurt and that neither fits the role of an editor-in-chief, nor Jackie Magazine. Jackie Magazine will invite Rihanna to share her feelings and thoughts on the article in the next issue.?

We've heard the promises of bringing Ubuntu past its comfort zone and into the mobile space, but who wants to wait until 2014 when a home remedy can deliver precisely that right now. XDA-Developers AdamOutler and Loglud have been grooming a way to bring the OS to your Barnes & Noble tablet, because -- you know -- we're all longing for slates with desktop-scale operating systems on them. At the moment, you can get a quick glimpse of Ubuntu running on the Nook, but porting can only be done via a VNC Server, which opens up plenty of potential avenues for lag to mar the experience. Notably, the delays should all but vanish once a ROM solution becomes available. Now, if we could only get Jane Lynch to sing her way through letting us know the Nook Tablet can also run Ubuntu, we'd be set. Have a peek at the Glee-less demo vid just after the break.

'SNL' Weekend Update Joke-Off With Tina Fey, Amy Poehler, Jimmy Fallon, Seth Meyers (VIDEO)

In an episode that was chock-full of cameos by former cast mates, December 17's "Weekend Update" featured one of the biggest thrills of the night, a head-to-head joke-off pitting former co-anchors Tina Fey and Jimmy Fallon against Amy Poehler and (current anchor) Seth Meyers.

After reporting on a toy drive by a local strip club, Meyers quipped that patrons could "give a toy to Charity, and Charity will give it to the manager." But not a moment after, Fallon rolled up to the desk, chiding Meyers for his lackluster performance in the face of such a meaty story. Challenges to a joke off were then made and accepted, and before you knew it, "Update" alums Tina Fey and Amy Poehler had joined the fray.

A dozen or so one-liners later, television magic had been made.

Hard Enough to Live With Unemployment Insurance, Let Alone ...

Terry Miale, a communications systems engineer, lost nearly everything when she lost her job.

My whole life is gone. My retirement is gone. My house is gone. For a period of time, I lost my mental health because I went into a deep depression.

Even though she worked 30 years in her field, it took Miale four years to get?re-employed.?So Miale can?t understand why Republican leaders in?Congress just won?t extend unemployment insurance (UI) to long-term unemployed workers who can?t find jobs in an economy in which there are more than four workers for every one job.

When I needed? unemployment benefits, they were there. I really?think that it isn?t fair to pull a lifeline out from under people that are just now having to collect unemployment benefits. It?s hard enough to live on unemployment benefits, let alone live with none.

Unless UI is extended this month, 2 million jobless people will lose their lifeline.?Those in Congress blocking the UI extension should be made to feel what it?s like to be unemployed.

Sign a petition to Congress demanding it act now to extend the emergency UI benefits program.

Iraq: Sunni-backed bloc boycotts parliament (AP)

BAGHDAD ? An Iraqi lawmaker says a Sunni-backed political bloc has suspended its participation in parliament to protest the control of key posts by Prime Minister Nouri al-Maliki.

Hamid al-Mutlaq, a Sunni lawmaker from the Iraqiya bloc, said Sunday the decision stemmed from the Shiite-dominated government's failure to share more powers with the Sunni-backed bloc.

He said Iraqiya's boycott is also a protest against what they say is the growing concentration of power in security affairs in the hands of the prime minister.

Al-Mutlaq warned of further measures such as withdrawing all the bloc's ministers from the Cabinet if its demands are not met.

Iraqiya is headed by Ayad Allawi, a fierce rival of the prime minister.

(AP) ? Alarming financial news flowed out of Europe in a torrent, just a week after the EU leaders struck a deal they thought would contain the continent's debt crisis.

The bombardment Friday shredded hopes of a lasting solution to the turmoil that is endangering the euro ? the currency used by 17 European nations ? and threatening the entire global economy.

In quick succession:

? The Fitch Ratings agency announced it was considering further cuts to the credit scores of six eurozone nations ? heavyweights Italy and Spain, as well as Belgium, Cyprus, Ireland and Slovenia. It said all six could face downgrades of one or two notches.

? Moody's Investors Services downgraded Belgium's credit rating by two notches. Belgium's local- and foreign-currency government bond ratings fell to "Aa3" from Aa1," with a negative outlook. The ratings remain investment grade.

? Ireland's economy shrunk again much deeper than had been expected, with its third-quarter gross domestic product falling 1.9 percent. Ireland is one of three eurozone nations kept solvent only by an international bailout.

? Bankers and hedge funds were balking in talks about forgiving 50 percent of Greece's massive debts, a key issue in the debate over Greece's second rescue bailout.

? The red ink in Spain's regional governments surged 22 percent in the last year, endangering the central government's efforts to cut overall Spanish debt.

? France, the second-largest eurozone economy after Germany, warned that it faced at least a temporary recession next year.

? The euro hovered Friday just above $1.30, a cent higher than its 11-month low.

On the positive side, Fitch said France should keep its top AAA credit rating even though the country's debt load is projected to rise through 2014. Italian lawmakers overwhelmingly passed Premier Mario Monti's new austerity package in a confidence vote, even though many still objected to its pension reforms.

French officials and investors had feared that France could get downgraded, which would have immediate repercussions for the entire eurozone. France and Germany's AAA credit ratings underpin the rating for the eurozone's bailout fund.

European Union leaders confirmed Friday they have distributed the text of their proposed new budget-stability treaty, a pact designed to deter runaway deficits and supposed to become EU law by March. But as growth prospects fade across the continent, governments are facing the likelihood that Europe's debt crisis will prove longer and tougher to overcome than even their most recently revised forecasts.

Until this week, EU leaders held up Ireland as the model for how a debt-struck nation should behave ? defying economic gravity by simultaneously growing its economy while sucking billions out of that same economy in Europe's longest austerity drive.

But on Friday, Ireland announced its third-quarter gross domestic product fell 1.9 percent, its national product 2.2 percent. Economists had expected only an 0.5 percent fall for GDP and none at all for GNP. The latter figure is considered a better measure of Ireland's economic vitality because it excludes the largely exported profits of about 600 American companies based in the country.

Ireland has been cutting spending and hiking taxes since late 2008 and has plans to keep doing so through 2015. Next year's target is ?2.2 billion ($2.9 billion) in cuts and ?1.6 billion ($2.1 billion) in extra charges, including a hike in national sales tax to 23 percent and introduction of a new ?100 ($131) tax on every property.

But the country's finances this year are seriously out of whack: It is spending ?57 billion ($74.5 billion), including ?10 billion ($13 billion) to keep its five nationalized banks afloat, but collecting just ?34 billion ($44 billion) in taxes.

Labor union leaders say the unexpected slump confirmed Friday is irrefutable evidence that Ireland's 4.5 million citizens already have been squeezed too much, too quickly.

"Current policies are making recovery almost impossible," said David Begg, general secretary of the Irish Congress of Trade Unions. "No economy can sustain the sort of ongoing damage that is being inflicted on us."

"We need growth and we need it quickly," he added.

Ireland's year-old international bailout requires the Irish to reduce their annual deficits from an EU record 32 percent of GDP in 2010 to the traditional eurozone limit of 3 percent by 2015. But analysts agree that Ireland cannot hope to meet the 2015 goal if its economy doesn't grow sufficiently.

Ireland's recovery plan now presumes 1.6 percent growth in 2012 and 2.8 percent growth in each of the next three years ? figures many consider way too optimistic.

Alan McQuaid, chief economist at Bloxham Stockbrokers in Dublin, said Ireland would "do well" to reach 0.5 percent growth this year "given the deteriorating world economic backdrop and the fall-off in global demand." He said he doubted Ireland could top 1 percent growth next year.

In other developments:

ITALY:

The new premier's austerity package passed 495-88 Friday, but lawmakers on both the left and right criticized the pension reforms as too harsh. The plan raises ?30 billion ($39 billion) in extra taxes and pension reforms and plows about ?10 billion ($13 billion) of that back into growth measures.

Prosecutors in the southern region of Calabria, meanwhile, said they were investigating 10 envelopes with bullets inside found in a post office in the town of Lamezia Terme. The envelopes were addressed to the new leader Monti, his labor minister, former Premier Silvio Berlusconi and other top political or media figures, according to the Italian news agency ANSA.

Reports said the envelopes contained notes threatening those named if the austerity package wasn't changed.

GREECE:

European officials told The Associated Press that private holders of Greek bonds were resisting EU efforts to persuade them to take a voluntary 50 percent cut in the value of their holdings. The talks in Paris between EU and Greek leaders against representatives of global banks and hedge funds have been very difficult, they said.

The proposed ?100 billion ($130.6 billion) write-off of privately held Greek bonds is supposed to be agreed upon by early next year ? and it's central to Greece's second bailout deal. Without it, Greece's debt is forecast to escalate to nearly 200 percent of GDP.

SPAIN:

A new conservative government committed to increased austerity is coming into office next week, but it faces a rapidly deteriorating financial outlook.

The Bank of Spain announced a 22 percent surge over the past year in the debts of the country's 17 regional governments to ?135.2 billion ($176.6 billion). Spain's central government debt rose 15 percent to above ?706 billion ($922.3 billion).

PORTUGAL:

The main opposition party refused Friday to support the government's plan to amend the constitution to include a budget-deficit limit. All 17 members of the eurozone are supposed to make such commitments as part of the bloc's week-old plan to enshrine spending controls in a new treaty.

In a further worrying development, ratings agency Standard & Poor's on Friday downgraded the credit rating of six leading Portuguese banks to junk status.

Portugal received its own ?80 billion ($104.5 billion) international bailout deal in April.

High pressure over most of the nation was expected to lead to dry and mild weather on Saturday. A ridge of high pressure built from the Rocky Mountains, over the Plains, and into the Eastern U.S. This system was expected to push moisture away, bringing sunny skies and dry conditions to most of the nation. Cool temperatures were expected to return to the East as the leading edge of this system pulled in cold air from Canada. Highs were expected to range in the 40s across the Mid-Atlantic states, while the Midwest was expected to see highs in the 30s. To the north, a trough of low pressure sweeping through central and eastern Canada was expected to push a trough of low pressure over the Great Lakes. This was expected to allow for light and scattered snow showers to develop across most of the Upper and Lower Great Lakes. Snowfall accumulation was expected to range around one to two inches. Significant snowfall was not expected.

Meanwhile in the West, a low pressure system spinning over southern California and Baja California was expected to continue strengthening on Saturday. The system was expected to slowly advance eastward and into the Southwestern U.S. At the same time, flow around this system was expected to pull moisture in from the Pacific and allow for showers to develop by evening. Light rain showers and high elevation snow showers were expected to spread into Arizona throughout the day. The rest of the western U.S will remain under high pressure with dry and mostly sunny conditions.

Temperatures in the Lower 48 states Friday ranged from a morning low of -6 degrees at Alamosa, Colo. to a high of 82 degrees at Crystal River, Fla.

Safety Management Issues Led to 2010 Gulf Oil Spill: Report

WASHINGTON (Reuters) - U.S. offshore oil and gas drillers need to take a more systematic approach to safety in all aspects of their operations to prevent another catastrophe like last year's massive Gulf of Mexico oil spill, a scientific panel said on Wednesday.

The National Academy of Engineering and National Research Council said in a report that it was a lack of comprehensive safety management that led to the 2010 explosion on the Deepwater Horizon rig that killed 11 workers.

The rig explosion also ruptured BP's underwater Macondo well, unleashing more than 4 million barrels of oil into the Gulf.

Improvements in safety culture have been made since the spill, but the panel said these changes by industry and regulators need to be made permanent to guard against complacency.

"We believe there is a lot of value in establishing a safety culture that institutionalizes much of the additional attention that is being afforded right now," Donald Winter, a former secretary of the Navy who chaired the panel that authored the report, told reporters on a press call.

The report, commissioned by the Interior Department, builds on an assessment released by the panel last year that blamed the Gulf spill on a series of mistakes by BP and its contractors.

In addition to calling for systematic safety management, the panel also said rig blowout preventers, the fail-safe equipment that did not function properly in the Macondo spill, should be redesigned in light of last year's disaster.

At the time of the spill the industry had a "misplaced confidence that BOPs could provide a guarantee against a blowout," Winter said.

The blowout preventer had been touted as a last line of defense against a major spill by sealing a well in the event of a blowout, but the Deepwater Horizon's blowout preventer failed to shut in the well.

Regulators also failed to properly assess the risks associated with the Macondo well, the panel said.

Going forward, the panel recommended that the government consolidate safety oversight of offshore drilling in one agency and move toward a more goal-oriented safety regime.

The panel applauded the Interior Department for finalizing a worker safety rule that took a more goal-oriented approach by requiring companies to demonstrate that their operations will meet benchmarks related to health, safety and environmental protection.

The panel said the rule is a good "first step" to reforming the current regulatory system, which focuses more on dictating the way companies should drill. Critics say this more "prescriptive" system is not dynamic enough to keep pace with fast-changing industry operations.

Interior Secretary Ken Salazar said the report validates the work his agency has done to overhaul offshore drilling regulation since the spill.

"The work we have done to implement rigorous new offshore drilling and safety rules and reform offshore regulation and oversight is in line with the recommendations of the Committee and with our goals moving forward," Salazar said in a statement.

It's been announced that Jane Fonda has signed on for a recurring role in Aaron Sorkin's new HBO drama series. The as-yet-untitled project is set at a cable news network, and TVLine reports that Fonda will play Leona Lansing, CEO of the network's parent company.

Lansing is described as "a titan and her corporate concerns often conflict with the reporting of the news outlet she owns." Will Fonda be drawing upon her own real-life experiences to help her flesh out the character? She was married to CNN founder Ted Turner for ten years, so it will be interesting to see if her character is anything like her ex-husband.

Fonda recently told Rosie O'Donnell that her marriage to Turner helped her prepare for her role in "Monster-in-Law": "Living with him for ten years I learned that you can be completely outrageous and over the top and be totally lovable."

The new drama marks Sorkin's first major television project since his Oscar-winning film "The Social Network." HBO picked up the series back in September, placing an order for ten episodes, and it is expected to premiere in 2012.

Provisionally entitled "Newsroom," the series focuses on a fictional cable news anchor, played by Jeff Daniels, and his staff. Sam Waterston ("Law & Order") plays his boss, and Emily Mortimer ("Shutter Island") is his executive producer. The newsroom staffers are played by Olivia Munn ("The Daily Show"), Dev Patel ("Slumdog Millionaire"), Alison Pill ("Sportsnite"), John Gallagher, Jr. ("Sportsnite") and Thomas Sadoski ("As the World Turns") .

Activists showing impatience at Durban climate talks

Climate activists in Durban are expressing their displeasure at negotiators from wealthy countries, whom they see as dragging their feet on curbing greenhouse gas emissions.?

As a global?climate?conference enters the home stretch, it's likely that the 194 nations represented will reach some consensus on how to respond to the emissions that are warming the planet. But details on how tough those measures will be remain buried under a sea of competing national interests and economic worries.

The talks, due to wrap up Friday or early Saturday, are likely to finalize a massive fund to help poor countries cope with?climate?change. And indications are strong the conference could end with an agreement to begin the next phase in a battle to control heat-trapping greenhouse gases.

But?Durban?could also be the place where the only treaty that has governed carbon emissions from the industrial world, the 1997 Kyoto Protocol, breaks down, several years before anything is likely to replace it.

The slow pace of dealing with the core problem of rising temperatures is dispiriting delegates from small islands on the edge of survival, and from activists impatient with the familiar posturing of?climate?negotiations.

"Waiting is going to be a disaster for us," said Samuela Alivereti Saumatua, Fiji's environment minister, who said the Pacific island this month relocated its first coastal village because of climate-related flooding and unseasonable cyclones.

"We have cyclones now at any time of the year. We have flash floods in the coastal areas. Water supply is being salinated. Food security is going to be a problem. We are desperately looking at how we will deal with the situation," he told reporters.

The conference in this coastal city along the Indian Ocean began Nov. 28. It is the latest meeting to seek incremental steps after attempts were abandoned two years ago to reach a global agreement on reducing carbon emissions into the atmosphere.

Much of the debate centered on a demand by industrial countries, led by the European Union, to revise the 20-year-old division of the world into rich and poor nations with two levels of responsibility: Rich countries are legally bound to reduce carbon emissions while developing countries take voluntary actions.

"This is the main issue. I don't know how it's going to be resolved," said Argentine Ambassador Sylvia Merega, who leads the 132-nation group known as G77 and China.

The EU won an endorsement from an alliance of small islands and the world's poorest countries ? about 120 nations altogether ? for its proposal to start negotiations now on a deal to take effect after 2020. Under the EU proposal, all countries would be equally accountable for their global-warming actions. The EU later announced that Brazil ? a major power in the developing world ? also was lining up with its proposal.

The European Union has said it will not renew its emissions reduction pledges, which expire in one year, unless all countries agree to launch negotiations on a new treaty that would equally oblige all countries ? including the world's two largest polluters the United States and China ? to control their emissions. The U.S. never ratified the Kyoto Protocol, though it has made voluntary efforts to reduce emissions.

Guns N' Roses, Chili Peppers in Rock Hall (AP)

NEW YORK ? Welcome to the Rock and Roll Hall of Fame, Guns N' Roses.

The seminal rock band of the late 1980s and early `90s, best known for hits like "Welcome to the Jungle," "Sweet Child O' Mine" and "November Rain," leads the 2012 class of inductees announced on Wednesday. Also making the cut is the hip-hop trio Beastie Boys; rockers the Red Hot Chili Peppers; the late singer/songwriter Laura Nyro; Donovan; and influential British rock group The Small Faces/The Faces, which included Rod Stewart and Rolling Stones guitarist Ronnie Wood.

Nyro, who wrote such hits the 5th Dimension's "Wedding Bell Blues" and Blood Sweat & Tears' "When I Die," is the only female act to make it this time around. The hall passed on Donna Summer, Joan Jett and the Blackhearts, Heart and Rufus with Chaka Khan, who were on the ballot for 2012.

But it wasn't just women who were denied entry into the rock hall for next year. Voters also passed on hip-hop pioneers Eric B. & Rakim, War, the Cure and the Spinners.

Guns N' Roses blazed on the rock scene in 1987 with their official debut, "Appetite for Destruction." Fronted by siren-voiced singer Axl Rose, with Slash and Izzy Stradlin on guitars, Duff McKagan on bass and Steven Adler on drums, the group dominated music with its aggressive rock grooves. Early in their career they were criticized for lyrics in the song "One in a Million" deemed as homophobic, misogynistic and racist. They were also defined by their dysfunction, gleefully embodying the mantra of sex, drugs and rock and roll.

The band sold millions and millions of albums, providing a sharp contrast to a pop world defined by the likes of Madonna and Michael Jackson. But the group's turmoil, often on display before the whole world, would cause the core to fall apart by 1996. Their induction should lead to talk once again of a possible reunion, at least for the induction ceremony.

Their trajectory was the opposite of the Chili Peppers. Despite troubles that included the drug-related death of guitarist Hillel Slovak and the departure of guitarist John Frusciante, the band, fronted by Anthony Kiedis, with Flea on bass, drummer Chad Smith and guitarist Josh Klinghoffer, released its 10th album, "I'm With You," this year.

The Beastie Boys (Adam Yauch, Mike Diamond and Adam Horowitz) are among the pioneers of rap. The first white act to make real inroads in the emerging genre, they were known initially for boorish party music, but would develop into a group critically acclaimed for its musicality, experimenting with different soundscapes, even producing an instrumental album.

Both Stewart and Wood will become second-time members of the Rock Hall (Stewart was inducted as a solo artist in 1994 and Wood as part of the Rolling Stones in 1989) for the Small Faces/The Faces, a key rock group that developed as British invasion was peaking. Among their hits was the song "Stay With Me."

"Well it's quite a thrill and honor to make it in the Hall of Fame a second time," Stewart said in a statement. "We (The Faces) were always synonymous with a good party and with this list of fellow artists being inducted I'm looking forward to (it) ... and it's a hell of a good reason to reunite and celebrate with my old mates."

Donovan is best known for trippy hits like "Mellow Yellow."

Guns N' Roses and the Faces were inducted their first time on the ballot. The Chili Peppers had to wait until their second try, and the Beastie Boys and Nyro were denied twice before making it this time around.

Other inductees include Freddie King for early influence; rock promoter Don Kirshner, who died earlier this year, receives the Ahmet Ertegun award; and Tom Dowd, Glyn Johns and Cosimo Matssa will be honored for musical excellence.

The Rock and Roll Hall of fame induction ceremony will be held in Cleveland, where the rock hall is based, on April 14.
