The company plans to submit 100 additional tests in separate installments before the end of the year. Tests involving family history and nonmedical traits will not be reviewed, since they don't fall under FDA oversight.

Even some of the harshest critics of the genetic testing industry say 23andMe is taking the right approach.

Dr. James Evans of University of North Carolina said he considers much of the information reported by 23andMe, "relatively useless," and "in the realm of entertainment." He believes patients benefit more from pursuing a healthy lifestyle than parsing the potential risks of developing various diseases.

But as test makers begin analyzing larger portions of genetic code, there are rare cases when the findings may help doctors identify patients with a higher risk of treatable health problems, such as aneurysms or colon cancer.

"I think we've now entered an era where these direct-to-consumer offerings are beginning to have real medical relevance, and therefore I am in favor of them being done within some regulatory context," said Evans, a professor of genetics and medicine at UNC's Medical School.

The move may also give 23andMe a competitive edge over rivals like deCODE Genetics and Navigenics, which market similar tests. Those companies did not respond to requests for comment Monday.

"We really want to take a leadership role in this industry," said 23andMe's chief legal officer, Ashley Gould. The company says more than 150,000 people worldwide have used its test, which sells for $299 online.

The FDA already regulates a variety of genetic tests administered by health care providers, such as those given to pregnant women to detect cystic fibrosis in a developing fetus.

But it remains to be seen whether the FDA will endorse 23andMe's commercial approach, which sidesteps doctors by sending results directly to consumers. 23andMe and its peers believe there is a mainstream market for personalized genetic information, though it is still very much a niche field.

23andMe executives point out that they first contacted the FDA in 2007, before launching their product. The agency did not take an interest in the technology until 2010, when it issued letters to several testing companies, stating that their products are considered medical devices and must be approved as safe and effective.

Washington's pressure on the industry intensified a month later, when federal investigators issued a scathing report saying that companies like 23andMe produced misleading information of little to no use.

An undercover investigation by the Government Accountability Office found that four genetic testing companies delivered contradictory predictions based on the same person's DNA, which often contradicted the patient's actual medical history.

Proponents of genetic testing say 23andMe's bid for FDA approval is an important step in regulating an emerging application for genetic information.

Set up a structure in your impromptu- the problem, then the solution, followed by the outcome. Explain why your topic is important.
• One of the most important things about both prepared speeches and impromptus is that you should not dress it up, it is not a drama or a show; it is the content that matters. It is not a dramatic monologue, just say the speech in a convincing manner. Use your words to persuade the audience. It shouldn?t be said as if it is a story.
• Don?t be afraid to be strong and persuasive in your speech.

• You will have 5 minutes to brainstorm the topic. You will be given a piece of paper and a pencil to jot down your ideas.

Some of you might be familiar with Sony's earlier struggles to successfully (and in a timely manner) deliver Google's Ice Cream Sandwich to a slew of Xperia handsets. And, as we all know, Android 4.0's no longer the freshest treat around, thus the Walkman maker will now have to answer all the Jelly Bean questions to come. The first one to do so was a resident Sony mobile expert on the company's UK Facebook page, revealing that the Xperia Arc S and the itty-bitty Xperia Mini Pro won't be receiving the latest and greatest OS from Mountain View. Meanwhile, he also stated there's nothing buttery in the works for the elegant Xperia S, though he did say "ICS should now be approved" for the device. Perhaps this is a sign it's time to start looking for an upgrade, no?

Realty jolt: Buying house, land get costlier in Noida - Real Estate India

NOIDA/GREATER NOIDA: Buying a house or land in Noida, Greater Noida and the Yamuna Expressway areas has become costlier. In a board meeting held on Wednesday, the three development authorities announced a substantial hike in the allotment price across all categories of land.

The hike comes into effect from later this week soon after the authorities publish a formal notice. The Greater Noida and the Yamuna Expressway authorities have also increased the compensation rate to be offered to farmers for acquisition by 10.4%.

While in Noida, the allotment rates of group housing, residential and institutional properties have been hiked by 10.41%, commercial and industrial land rates have been hiked by 15% and 7.5%, respectively.

In Greater Noida, the allotment rate for land across all categories has been uniformly hiked by 10.4%. The Yamuna Expressway area has seen the steepest hike in allotment rates as residential properties have gone up by about 40%, while, the allotment rate for industrial and institutional properties have been hiked by 28 to 42%.

The authorities had last hiked the land rates by about 12.5% in May, 2011. ?The increase in prices is a routine affair carried out each year. It should have happened in March. However, due to the model code of conduct in place and the state elections that followed, the process got delayed,? said Sanjiv Saran, CEO, Noida Authority. ?The hike in allotment rates is also crucial considering the increase in land costs, inflation rates, etc,? Saran said.

The hike is especially important for the Greater Noida Authority that is reeling under a major cash crunch. ?The hike in rates was essential considering our current funds shortage. The year-old land row has imposed an extra burden on the Authority in the form of enhanced compensation and rehabilitation packages for the farmers who agreed upon a compromise. Besides, many development projects have remained stalled for months,? a Greater Noida Authority official said.

Already in a debt of Rs 4,000 crore and several development projects in limbo in the Noida Extension-Greater Noida area, the Greater Noida Authority had recently written to the Noida Authority requesting for a loan to tide over the crisis.

The hike in allotment rates means that residential properties in Noida have become dearer by at least Rs 5,100 per sqm in ?A? category sectors like 14,14A, 15A, 17 and 44 and by Rs 1,855 per sqm in ?E? category sectors like 102,115,158. Group housing flats in Noida have become costlier by almost Rs 7,000 per sqm in the ?A? category areas and by Rs 4,640 per sqm in ?B? category areas.

In the institutional category for IT/ITES properties, buyers will have to shell out Rs 29,515 per sqm now. For plots falling in the Phase II and III areas along the Noida-Greater Noida Expressway, the allotment rates have been fixed at Rs 10,660 per sqm.

Justifying the steep hike of nearly 40% in residential and institutional land falling in the Yamuna Expressway Industrial Development Authority?s area, an official said that compared to Greater Noida they had not increased their land rates since May, 2011. ?Also, considering the new Master Plan-2031 having a greater expanse of green areas and more land slated for roads, the remaining land for construction and allotment has reduced leading to the need for a increase in land rates,? the official said.

Meanwhile, the increase in land rates in the three areas has invited criticism from several developers. ?Considering the economic slowdown already being experienced, the hike in land would prove to be a counter-productive move for the real estate market,? said Getamber Anand, vice president CREDAI. ?It will add to the costs for the buyer and make houses and property more expensive,? he added.

Group Action | Ditching the solo sports for some quality team time ...

For many, getting your rec on at a gym carries too much of a hamster-wheel vibe. League sports offer the opposite with some social interaction. From volleyball to tennis, camping to canoeing, snowmobiling to samba classes, if there's a sport to play, there's a group for it.

In to biking? There are more than a dozen biking groups in the Treasure Valley, each with a different focus. The nonprofit Boise Area Mountain Biking Association (eaglebikepark.org/bamba) organizes group rides while pedaling for a cause. As a part of the International Mountain Biking Association (imba.com), the group manages the Eagle Bike Park with the Southwest Idaho Mountain Biking Association (swimba.org), which also works on grooming off-road trails.

"It's a general advocacy group advocating for cycling in the valley," said Patrick Cusick with SWIMBA. "One of the main purposes is to advocate and help the city learn how to manage the Idaho Velodrome Park."

But much more than cycling is offered for those who want to do a little group recreating.

The Boise City Parks and Recreation Department (cityofboise.org) organizes league games, like five-on-five basketball through Boise's NBA development league team, the Idaho Stampede. Volleyball, flag football and adult softball are also part of the lineup, and Parks and Rec recently launched adaptive sporting, with leagues for adults and children with disabilities, including wheelchair rugby and basketball.

"That's what makes it kind of cool. Everyone has their abilities and their disabilities," said Parks Coordinator Emily Kovarik. "The guys that are currently playing [wheelchair rugby] are considered quadriplegics. They're banging around inside the gymnasiums right now."

Sports leagues?whether the players are hellbent on taking home trophies or just bent on having a good time?are bringing back sports as a community builder.

"It's the strength in numbers that gets people organizing and it progresses the sport more effectively, too," said Cusick. Whether it's building together, or shaping trails, maintaining trails; it's doing things together."

Eric Leaman realized the potential to build on this theory. He return to Boise after finishing his undergrad degree at the University of Washington, where he worked for a company that made casual sports leagues into a business. Leaman said he knew he could export the model to Boise, where he could build new relationships.

"When you're cheering someone on, and you're meeting someone in a low-pressure social setting, afterward you trust that person, you know them," he said. "Then you can go to the bar."

During his Ignite Boise 8 presentation titled Bowling Alone, Leaman talked about the decline in civic engagement, something he hopes to bring back with his new business, Gameday Sports (gamedayboise.com). He organizes leagues for sports like bowling, dodgeball, softball and kickball.

"That civil, face-to-face engagement brings back trust to a community," said Leaman.

Few rec groups are as fervent as Boise's running community, with local shops like Shu's Idaho Running Company (1758 W. State St., Boise), See Jane Run (814 W. Idaho St., Boise) and Bandanna Running and Walking (504 W. Main St., Boise) serving as cultural hubs for the sneaker-clad faithful.

All three stores offer regular group runs, relays, races and marathons?basically, as long as a hurricane hasn't hit the Treasure Valley, chances are a group of runners can be found.

If you'd rather slow the pace and get off the pavement, ebullient hikers flock to the Boise Foothills in comfy boots to hit local trails. The Idaho Hiking Club (meetup.com/idahohikingclub) boasts a swelling membership of explorers, offering up all manner of local excursions.

With around a dozen hikers per outing hitting Idaho's trails, lacing up those old kicks and getting off your duff could be your ticket to a fresh bunch of like-minded peeps.

Hot, dry weather heightens West Nile virus risk

CHICAGO (AP) ? Hot, dry weather in the Midwest has created the perfect conditions for mosquitoes that carry West Nile Virus.

The Culex mosquito breeds in still-damp ditches and underground storm water basins.

Indiana, Ohio and Illinois are reporting higher rates of infected mosquitoes compared with past years. More infected mosquitoes means a higher West Nile risk for humans. Illinois and Oklahoma report earlier-than-usual cases of human infection.

What's more, the dry weather means the pesky floodwater mosquito is scarce. That makes people think mosquitoes aren't a problem and gives the Culex mosquito a chance to sneak up and bite.

Health officials urge people to wear insect repellent though they may not be noticing biting mosquitoes.

Heat Stroke in Pets: What Do I Need to Know? ? The Worth Street ...

Summer is officially here (if the 90-plus degree temperatures hadn?t already tipped you off), so it?s more critical than ever to be on the look out for the possibility of heat stroke with your pets. Heat stroke is most common in the New York City metropolitan area during July and August as temperatures?and humidity?consistently reach yearly highs. Heat stroke is an abnormal, excessive increase in core temperature, which creates a dangerous and unsustainable body imbalance. To be more specific, normal body temperature in dogs is 101.5 degrees Fahrenheit. When a pet?s temperature rises above 104.5 degrees, that means the animal?s thermo-regulatory mechanism has failed, and it?s crucial to address the emergency immediately.

Reading the Signs

To tell whether or not your pet may be suffering from heat stroke, look for any of the below indicators. Your pet may have just one of the signs, so if you suspect that he is overheated, do not wait for other signs to show. Be proactive.

? Excessive panting and salivation
? A body temperature over 104 F
? Increased, pounding heart rate
? Diarrhea
? Vomiting
? Collapse
? In the worst cases, seizures and coma

How to Prevent Heat Stroke

? It is particularly important to pay attention to any and all sources of heat and to keep your pets protected from them. Specifically, be mindful of whether your pet is in direct sunlight, walking on hot pavement, or has been extremely active outdoors.
? Do not leave your dog unattended in a car. Even with a cracked window, the temperature inside the car can increase by 40 degrees Fahrenheit within just one hour.
? Have plenty of water available to drink, and make sure to offer shade to your pet.
? Do not overexercise your dog on hot and humid days. Keep in mind that dog?s regulate and dissipate heat by panting, so breeds that have compromised airways (Brachycephalic breeds) such as Bulldogs, Boxers, Boston Terriers, Pekingese, Pugs, Lhasa Apsos, etc, will have a harder time using their thermo-regulatory mechanism. In addition, black-coated dogs will accumulate more heat while in the sun compared to light-coated ones.

What To Do

If you suspect your pet?s temperature is approaching dangerous levels, move your pet to a shaded and cool place and direct a fan on him if possible. Try to determine your dog?s rectal temperature with a thermometer so that you can monitor how he?s doing, and how he progresses. Next, begin to cool your pet?s body by placing cool, wet towels over the back of the neck, in the armpits and the groin areas. Directing a fan to these wet parts of the body will help to speed cooling through evaporation. After taking these initial steps, you should immediately contact and transport your pet to the closest veterinary facility.

What Not To Do

Do not use ice or cold water for cooling. Trying to cool your pet with ice or cold water will create vasoconstriction, a condition by which the superficial vessels shrink and create an insulating barrier that traps heat inside of the body, so you could be doing more harm than good. As mentioned above, fast, safe cooling can be more effectively achieved by applying cool, wet towels to the back, armpits, and groin area.

Secondly, do not overcool your pet, as this can lead to another dangerous condition called hypothermia. A reasonable goal is to bring the temperature down to 102.5 to 103 F while the animal is transported to a veterinary facility.

Also, don?t force water into your pet?s mouth. Instead, have fresh, cool water available for him to drink if desired. Finally, you should not leave your pet unattended until his temperature has been regulated and stable for more that 2 hours.

Simply lowering your pet?s body temperature will not address all the internal changes that may have occurred as a result of heat stroke. So, all pets suffering from heat stroke should be seen by a veterinarian. Remember, it is much easier to prevent than to treat heat strokes.

US plans $4.2 bn Patriot missile sale to Kuwait

The Pentagon said Wednesday it planned to sell 60 Patriot missiles to Kuwait in a deal worth an estimated $4.2 billion, as the emirate tries to bolster its defenses against the threat from Iran.

The Defense Security Cooperation Agency (DSCA), which is in charge of US weapon sales to foreign countries, notified the US Congress of the intended sale on July 20, the agency said in a statement on its website.

Congress has 30 days to raise any objections it may have. If nothing is said, the contract is deemed valid after that waiting period.

The deal involves the sale of 60 Patriot advanced capability (PAC-3) missiles, 20 launching stations, four radar systems and control stations, personnel training and training equipment, and spare parts, the DSCA said.

"Kuwait will use the PAC-3 missiles and equipment to improve its missile defense capability, strengthen its homeland defense, and deter regional threats," the agency said.

Earlier this year at a forum that brought together the United States and the six members of the Gulf Cooperation Council -- Bahrain, Kuwait, Oman, Qatar, Saudi Arabia and the United Arab Emirates -- US Secretary of State Hillary Clinton promoted a missile shield to protect Gulf Arab states from Tehran.

The six GCC states are all major buyers of US arms.

Kuwait already has Patriot missiles. In 1992, it bought 210 of the earlier-generation Patriots, and 25 launchers. It then bought 140 more in 2007, according to the Congressional Research Service.

Bruce Springsteen, suicidal and depressed in '80s

If you thought most of what could be said about Bruce Springsteen has already been said, perhaps reconsider. David Remnick's 15,000-word profile in the July 30 issue of the New Yorker proves that there's a good bit we didn't know about the 62-year old singer. Among the most notable revelations: Springsteen was at one point suicidal and depressed.

His struggles really came to the surface after the success of albums such as "Born to Run" and "Darkness on the Edge of Town."

"Springsteen was also experiencing intervals of depression that were far more serious than the occasional guilt trip about being 'a rich man in a poor man's shirt,' as he sings in 'Better Days.' A cloud of crisis hovered as Springsteen was finishing his acoustic masterpiece 'Nebraska,' in 1982," Remnick writes in the profile. "He drove from the East Coast to California and then drove straight back.

"'He was feeling suicidal,' Springsteen's friend and biographer Dave Marsh said. 'The depression wasn't shocking, per se. He was on a rocket ride, from nothing to something, and now you are getting your ass kissed day and night. You might start to have some inner conflicts about your real self-worth.'"

Remnick, who shadowed Springsteen during rehearsals for this year's Wrecking Ball tour, visited Springsteen's home in Colts Neck, N.J., and even visited the singer on the European leg of his tour in preparation for the piece, writes that in 1982, Springsteen started seeing a psychotherapist to tackle his harder-to-identify issues.

"My issues weren't as obvious as drugs," Springsteen told Remnick. "Mine were different, they were quieter -- just as problematic, but quieter. With all artists, because of the undertow of history and self-loathing, there is a tremendous push toward self-obliteration that occurs onstage. It's both things: there's a tremendous finding of the self while also an abandonment of the self at the same time. You are free of yourself for those hours; all the voices in your head are gone, just gone..."

Ultimately, and after 30 years of therapy, Springsteen is at peace with his darker side, which fuels the talent that makes him precisely who he is. He explains it to Remnick: "Look, you cannot underestimate the fine power of self-loathing in all of this. You think, I don't like anything I'm seeing, I don't like anything I'm doing, but I need to change myself, I need to transform myself. I do not know a single artist who does not run on that fuel. If you are extremely pleased with yourself, nobody would be f------ doing it! Brando would not have acted. Dylan wouldn't have written 'Like a Rolling Stone.' James Brown wouldn't have gone 'Unh!' He wouldn't have searched that one-beat down that was so hard. That's a motivation, that element of 'I need to remake myself, my town, my audience' -- that desire for renewal."

"Polisse" synopsis is so dull and poor that I am glad I had not read it before watching the movie. The "journalist covering police assigned to a juvenile division that enters an affair with one of her subjects" is only part of a wider and more complex quilt of characters and interesting stories.Ma?wenn brings up the dirty and dark side of Paris with the help of an excellent team of child actors - Malonn L?vana, the lovely little girl of "Tomboy" (where she plays the sister of the leading character) is someone to keep an eye on - and the best known actors of the French cinema of today: Marina Fo?s, Sandrine Kiberlain, Nicolas Duvauchelle, Fr?d?ric Pierrot, Karin Viard, Louis-Do de Lencquesaing, Alice de Lencquesaing (L'heure d'?t?, Le p?re de mes enfants), J?r?mie Elka?m (La guerre est d?clar?e), Karole Rocher, and others.This team of stars, however, can be a double-edged sword: at the same time it calls the attention and arouses curiosity, it can also hinder the identification with the characters and/or concentration. It was just me, perhaps, but every time a known face appeared on the screen, my mind would unplug and try to remember in which movie I had seen that actor. Despite the great cast and some memorable moments, "Polisse" is average. It looks like a police tv drama show, both in format and melodrama, but a very good one it?s true. If made for tv, all the crucial subjects raised by Ma?wenn - such as pedophilia, social welfare, immigration, violence - could be better placed and developed, taking in mind the way she chose to portray them. Choices, by the way, seem to be carefully taken. Melissa ?s "ugly panties" being childlike and having the saying "spank me" that she didn?t know what means may work as an alert on how we collaborate with these sexual "fair tale" fantasies. The saying in English (spank me) may also be a criticism on our contemporary times where we usually follow global and standardized models/ideas, sometimes without really knowing or thinking about what they mean, what can be also seen, let?s say, in the episode of the "telephone teenager girl". "But it was a smartphone". Although I don't think "Polisse" is that good, Ma?wenn definitely got my attention. I liked a lot her character Melissa and how it develops and grow as the story unfolds; I was delighted with the funny discussion over the changes in the French language (on how we are killing our language); and the final scene really impressed me - the ending can be melodramatic as said Peter Bradshaw, but definitely not unconvincing. That said, I will sure check Ma?wenn's previous movies and will be waiting for more.
